Notice is hereby given that the following decision(s) have been made today by

Decision Approved
That the Cabinet Member for Finance a ccepted the single
tender from Mastek (formerly Evosys) for the provision of
Managed Ser vice support for the Oracle Cloud Financial
System post-implementation within the London Borough of
Hillingdon for a 2- year period from July 2024 to June 2026
and at the value of £420,100.
Reason for decision Following the approval in October 2022 by Cabinet of the direct
award to Oracle Corporation UK Limited for the provision of
Oracle Cloud Licences to the London Borough of Hillingdon for
a 5-year period from 1 March 2023 to 29 February 2028 with the
option to extend for a further 3 years and the delegation of the
appointment of System Implementation Partner(s) and other
necessary external support for delivery of the project to the
Cabinet Member for Finance, procurement activities have been
undertaken.
An open tender for the System Implementation Partner was
started in November 2022 with bids and clarification meetings
being completed in December 2022. This led to the appointment
of Mastek as the System Implementation Partner, with Go Live
of the Oracle Cloud system in May 2024.

rejected
The open tender produced a competitive bid for the
implementation of Oracle Cloud, which was approved by
Cabinet in October 2022. Mastek were appoi nted following
competitive tender and detailed reference calls. An open tender
was considered by officers but would not have provided the best

value for money and ability to deliver to project timescales. By
continuing with Mastek , changes to Go Live date are not an
issue to the managed service contract as this will follow the
hypercare period.
