Notice is hereby given that the following decision(s) have been made today by
Cabinet Members at the London Borough of Hillingdon:

Decision Agreed
That:
1) The Cabinet Member for Plannin g, Housing &
Property authorise the disposal of the Council’s
freehold interest in 11 and 13 Spring Close,
Harefield, Uxbridge, UB9 6HD to the qualifying
leaseholders, in accordance with the Leasehold
Reform, Housing and Urban Development Act
1993;
2) The agreed premium of £13,025 (comprising
£12,925 for the freehold interest and £100 for the
additional land appurtenant) for the freehold
disposal be approved.
3) Delegated authority be given to the Co rporate
Director of Residents Services to complete the
necessary documentation to give effect to the
disposal, including agreeing final completion
arrangements with the leaseholders’ legal
representatives.
Reason for decision Once a formal Section 13 notice is served on the Council
under the Leasehold Reform, Housing and Urban
Development Act 1993, the Council is legally bound to
comply with the provisions and timescales set out in the Act,
including serving a Counter Notice and negotiating the
premium payable for disposal of the freehold. Service of the
Counter Notice triggers negotiation of the premium payable.
Where a premium cannot be agreed between the parties,

the Act provides for the First -tier Tribunal (Property
Chamber – Residential Property) to determine the price to
be paid.
