Cabinet Member Decision Notice – 28 April 2021 OFFICIAL DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES ON 28 APRIL 2021 The Leader of the Council, the Cabinet Member for Finance, and the Cabinet Member for Property & Infrastructure have made the following decisions today: 1. THE LEADER OF THE COUNCIL, THE CABINET MEMBER FOR FINANCE, AND THE CABINET MEMBER FOR PROPERTY & INFRASTRUCTURE School Conditions Building Programme 202 1/22: Appointment of Contractor for structural works at Coteford Infant School (Release No 7) DECISION: FULL APPROVAL That the: 1. Leader of the Council and the Cabinet Member for Property and Infrastructure approve the appointment of Gunning London Ltd at a cost of £55k to carry out the structural works at Coteford Infant School; 2. Cabinet Members for Finance and for Property and Infrastructure agree to the capital release request of £63k from the School Conditions Building Programme budget for structural works at Coteford Infant School. REASONS FOR THE DECISION MADE Following Stage 1 repair works to foul and surface water drains and further monitoring of structural movement, Stage 2 repair works have now been procured. These works are necessary to remediate damage to the building caused by the structural movement associated with the drainage defects now rectified at Coteford Infant School. The Stage 1 works were completed and now Stage 2 works are required to ensure the structural integrity of the building is no longer compromised. ALTERNATIVES CONSIDERED AND REJECTED Failure to address the structural issues within the school could lead to increasing levels of damage if left unaddressed. The damage caused by structural movement is spreading to other parts of the building causing greater damage which will be more expensive to rectify if left unattended. FURTHER INFORMATION The report relating to this decision was declared as exempt from Daniel Kennedy, Director of Planning, Environment, Education and Community Services Peter Elliot- Smith, Residents Services Cabinet Member Decision Notice – 28 April 2021 publication as it involves the disclosure of information in accordance with Section 100(A) and paragraph 3 of Part 1 of Schedule 12 (A) to the Local Government Act 1972 (as amended), in that the report contains information relating to the financial or business affairs of any particular person (including the authority holding that information) and that the public interest in withholding the information outweighs the public interest in disclosing it. NOTES FOR OFFICERS ACTIONING CAPITAL RELEASE DECISIONS (APPROVAL / HOLD / MORE INFORMATION / NO DECISION YET): • Approved - Where project approval has been given, these funds will be released by corporate finance in due course. • On Hold - Where funding for projects have been put on hold by the Cabinet Members, then these cannot be progressed at this current time and no capital funds will be released to progress them. You may wish to consult with your relevant Cabinet Member. More information required - Where projects require further information, the Cabinet Members are still yet to make their formal decision – it is therefore effectively in suspension. If you wish your project(s) to proceed then you should provide further details about them to Corporate Finance. DECISION AUTHORITY & IMPLEMENTATION Where required, these decisions have been taken under The Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012. These decisions, unless called in, will come into effect from 5pm on Thursday 06 May 2021. This is the formal notice by the Council of the above decisions.
