Cabinet Member Decision Notice – 04 May 2021 OFFICIAL DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES ON 13 MAY 2021 The Leader of the Council and the Cabinet Member for Health and Social Care have made the following decision today: 1. THE L EADER OF THE COUNCIL AND THE CABINET MEMBER FOR HEALTH AND SOCIAL CARE MENTAL HEALTH REABLEMENT SERVICE PILOT DECISION: That the Leader of the Council and the Cabinet Member: 1. Accepted the transfer of £100,000 from the Central and North West London NHS Foundation Trust to commission a Mental Health Reablement Service pilot. 2. Approved a variation to the contract between the London Borough of Hillingdon and CCS Homecare Services Limited for the provision of Community Based Care and Specialist Support Services to include a Mental Health Service Reablement pilot from 1st March 2021 to 1st March 2022. REASONS FOR THE DECISIONS MADE 1. Transfer of funds: As part of the mental health pathway transformation work that is in progress, the Central and North West London NHS Foundation Trust (CNWL) is requesting that the Council enhance its current reablement service provision to develop a mental health reablement pilot with the aim of reducing the average length of stay in the acute mental health wards at the Riverside Centre on the main site of The Hillingdon Hospitals NHS Foundation Trust from 33 days to 29. To facilitate this, it is proposed that CNWL will transfer £100k to the Council in 2020/21. 2. Contract variation : In March 2020 Cabinet awarded CCS Homecare Services Limited the contract to deliver Community Based Care and Specialist Support Services, which includes the Council’s Reablement Service and the proposed pilot is an enhancement to that provision. The provider already has experience of supporting people with mental health needs and the proposed approach will facilitate prompt mobilisation and the delivery of earlier outcomes. The proposed duration of the pilot builds takes into consideration the mobilisation period to achieve full capacity, i.e. up to eight weeks and the duration of service, i.e. up to eight weeks. Procurement supports recommendation 2, due to urgency of the requirement and due to the short-term nature. The original contract value from the tender was £102,954,278, including the subsequent first variation of two extra care schemes (£9,421,836) totals in entirety £112,376,114. Adding this second variation would still be compliant with the public procurement value limits for variations (under 10%). The hourly rate for the standard reablement is £24.16 per hour making the £26 per hour value for money for the specialist mental health knowledge required. The provider, CCS Homecare Services, has specialist mental health skills, as this is req uired in the supported living schemes that they are currently running. ALTERNATIVES CONSIDERED AND REJECTED 4. Not accept funding: The Cabinet Members could decide not to accept the funding, but this is not recommended as the Council does not have sufficient funds to resource the pilot, the outcomes of which will help to inform the future mental health pathway. 5. Tender the service : Rather than vary an existing contract the Cabinet Members could decide to go out to tender. This is not recommended as the availability of the funding from CNWL is time limited. In addition, building on an existing service with an established provider will facilitate prompt mobilisation and the delivery of earlier outcomes than would be possible if the service was tendered. The introduction of another provider would also have the potential to increase fragmentation within the mental health pathway. DECISION AUTHORITY & IMPLEMENTATION Where required, these decisions have been taken under The Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012. These decisions, unless called in, will come into effect from 5pm on Thursday 20 May 2021.
