Executive Decision Notice – 29 July 2021 Page 1 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk OFFICIAL EXECUTIVE DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES Notice is hereby given that the following decision(s) have been made today by Cabinet Members at the London Borough of Hillingdon: Title of decision Award of Contract: the provision of a Mental Health Employment Service Reference No. CMD231 Date of decision 29 July 2021 Call-in expiry date 05 August 2021 Relevant Select Committee(s) Families, Health & Wellbeing Relevant Ward(s) All Decision made Cabinet Members making the decision Leader of the Council Cabinet Member for Health and Social Care DECISION APPROVED That the Leader of the Council and Cabinet Member for Health and Social Care: 1. accept the single tender from CNWL to deliver an Employment Support Service for people with mental health needs, for a three-year period from 1 April 2021 to 31 March 2024; and 2. accept the recommendation to discontinue the Peer Support for people with mental health needs from 31 March 2021. Reason for decision Concern about unemployment is one of those tipping points that can result in a person living with mental health needs becoming unwell. The service is intended to help the person secure the right job, with the right support, with the aim to provide structure, social networks and a sense of achievement, as well as improved mental health, confidence and self- esteem. The service also provides support for those already in employment to help them remain in employment. Awarding CNWL a three-year contract will provide continuity of service and stability of services. Executive Decision Notice – 29 July 2021 Page 2 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk The concept of the Peer Support Service is that the support worker has lived / lives through similar experiences to be able to support and provide assurances to the individuals to maintain their mental wellbeing. However, CNWL is not able to report on the number of people that the peer support worker supports annually. The Council can not recommend continuing with the service where there is a lack of evidence of the outcomes being achieved and the effectiveness of the service approach , and therefore recommends not continuing the peer support worker element of the contract from 31 March 2021. Alternative options considered and rejected Discontinuing the Employment Support service: The Leader and Cabinet Member cou ld decide not to continue funding the Employment Support services. Given the impact of Covid 19 on mental health services and noting that employment support may help reduce demand in relation to social care and homelessness, this option is not recommended. Continuing the Peer Support service : The Leader and Cabinet Member could decide to continue funding the Peer Support service. Given lack of evidence regarding outcomes and that the effectiveness of the service approach cannot be demonstrated, this option is not recommended. Undertaking a competitive tender : This option is not recommended as CNWL has a proven track record in delivering this service for Hillingdon which is part of a wider service which is mainly funded by the NHS. The small scale and scope of the Hillingdon funded aspect would mean that it is unlikely that another organisation would be able to achieve the service outcomes for the price paid. The price includes management, safeguarding measures and quality assurance of services. Classification Report exempt from publication: The report relating to this decision was declared as exempt from publication as it involved the disclosure of information in accordance with Section 100(A) and paragraph 3 of Part 1 of Schedule 12 (A) to the Local Government Act 1972 (as amended), in that the report contained information relating to the financial or business affairs of any particular person (including the authority holding that information) and that the public interest in withholding the information outweighed the public interest in disclosing it. Officers can implement Cabinet Member decision in this notice only from the expiry of the scrutiny call-in period which is: 5pm, on 05 August 2021 However, this is subject to the decision not being called in by Councillors on the relevant Select Committee. Upon receipt of a valid call-in request, Democratic Services will immediately advise the relevant officer(s) and the decision must then be put on hold.
