That the Cabinet Member for Finance and the Cabinet
Member for Property, Highways and Transport agreed to:
The following capital release request of £70k from the Warm
Safe Dry Workstreams within the Housing Revenue Accounts
Works to Stock Programme 2023/24 capital budget for the
provision of power tools for repairs operatives to meet Health
and Safety requirements (Appendix A)..
Reason for decision The purchase of power tools will reduce administration on
recording of all different types of power tools currently in use.
The power tools are currently provided and maintained by the
operative; each power tool requires an individual risk
assessment.
Alternative options
considered and
rejected
An alternative option is to continue as is, with LBH Direct Labour
Organisation (DLO) continuing to provide their own power tools
to carry out repairs and maintenance to HRA properties. This
will continue to make managing the risks associated with use
extremely difficult to mitigate and could lead to non-compliance

with current Health & Safety legislation, which could result in
enforcement action by the Health and Safety Executive (HSE).
