Executive Decision Notice – 24 June 2021 Page 1 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk OFFICIAL EXECUTIVE DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES Notice is hereby given that the following decision(s) have been made today by Cabinet Members at the London Borough of Hillingdon: Title of decision Award of Contract: Care and Wellbeing Service in Supported Living for People with Learning Disabilities from 1 April 2021 to 30 June 2022 Reference No. CMD181 Date of decision 24 June 2021 Call-in expiry date N/A – this decision comes into immediate effect under special urgency provisions Relevant Select Committee(s) Families, Health & Wellbeing Relevant Ward(s) N/A Decision made Cabinet Members making the decision Deputy Leader of the Council (authorised on behalf of the Leader) and Cabinet Member for Health & Social Care DECISION APPROVED That the Deputy Leader of the Council and Cabinet Member for Health & Social Care accept a single tender from Community Integrated Care (CIC) for the provision of a care and wellbeing service for people with learning disabilities in the supported living schemes described in the report to the London Borough of Hillingdon for the period of 1st April 2021 to 30 June 2022 and at a contract price of £1,29 4,359 (£1,035,487 per annum) . This comprises of £765,694 per annum for the core service and approximately £269,793 per annum for the flexi service based on assessed need. Reason for decision Through the monitoring arrangements in place across Adult Social Care, concerns over the provision of a service has been highlighted. Therefore, Cabinet Members made an urgent decision to manage the immediate concerns and the continuity of support for residents with learning disabilities. This decision also ensured the Council exercised its duty of care to some of its most vulnerable residents. Executive Decision Notice – 24 June 2021 Page 2 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk As per the Council’s Constitution, this urgent decision will be ratified at a subsequent Cabinet meeting, as it ordinarily would require Cabinet approval given the contract value. Alternative options considered and rejected Alternative options to move service users or seek a competitive tender of the service were discounted for the reasons set out in the confidential report. Classification Report exempt from publication: The report relating to this decision was declared as exempt from publication as it involved the disclosure of information in accordance with Section 100(A) and paragraph 3 of Part 1 of Schedule 12 (A) to the Local Government Act 1972 (as amended), in that the report contained information relating to the financial or business affairs of any particular person (including the authority holding that information) and that the public interest in withholding the information outweighed the public interest in disclosing it. This decision was taken under urgency procedures by Cabinet Members and agreement to waive the scrutiny call-in period on this decision was also granted by the Chairman of the relevant Select Committee. The reason for urgency was to immediately secure care and support which meets the necessary standards for the residents across the services provided. THIS DECISION THEREFORE COMES INTO IMMEDIATE EFFECT.
