Capital Release Decision Notice – 06 April 2021 OFFICIAL DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES ON 06 APRIL 2021 The Cabinet Member for Property & Infrastructure and the Cabinet Member for Finance have made the following decision today: 1. THE CABINET MEMBER FOR PROPERTY & INFRASTRUCTURE AND THE CABINET MEMBER FOR FINANCE CAPITAL RELEASE REPORT (March 2021) DEPARTMENT: Resident Services SERVICE AREA/ PROGRAMME: Housing Revenue Account (HRA) Works to Stock Programme 2020/21 : Structural Work - Stream 6 / 6A and 8 / 8A Hill Lane HA4 7JW RELEASE NO: 34 DECISION: FULL APPROVAL That the Cabinet Member for Finance and the Cabinet Member for Property & Infrastructure agreed to the capital release request of £ 21k from the Structural Works work -stream within the Housing Revenue Account Works to Stock Programme 20 20/21 budget for the pre-tender consultancy services, site investigation surveys and other fees relating to the underpinning works of 6/6A & 8/8A Hill Lane HA4 7JW REASONS FOR THE DECISIONS MADE Following ongoing monitoring and site investigations, the advice by a previously appointed structural consultant is that building underpinning is required to prevent further and more serious damage to the property . This Capital Release will enable a consultant Structural Engineer to be appointed to prepare a works specification and for the other pre-construction activities to be progressed such as site investigation surveys. ALTERNATIVES CONSIDERED AND REJECTED The Council could decide not to progress with the additional works, but this building would, over time, become a risk to the residents in the building. FURTHER INFORMATION That this report be declared as exempt from publication as it involves the disclosure of information in accordance with Section 100(A) and paragraph 3 of Part 1 of Schedule 12 (A) to the Local Government Act 1972 (as amended), in that the report contains information relating to the financial or business affairs of any particular person (including the authority holding that information) and that Perry Scott, Director of Infrastructure, Procurement, Business Improvement, Communications, Waste Services & ICT Peter Elliott- Smith, Infrastructure, Building Services and Transport Capital Release Decision Notice – 06 April 2021 the public interest in withholding the information outweighs the public interest in disclosing it. NOTES FOR OFFICERS ACTIONING CAPITAL RELEASE DECISIONS (APPROVAL / HOLD / MORE INFORMATION / NO DECISION YET): • Approved - Where project approval has been given, these funds will be released by corporate finance in due course. • On Hold - Where funding for projects have been put on hold by the Cabinet Members, then these cannot be progressed at this current time and no capital funds will be released to progress them. You may wish to consult with your relevant Cabinet Member. More information required - Where projects require further information, the Cabinet Members are still yet to make their formal decision – it is therefore effectively in suspension. If you wish your project(s) to proceed then you should provide further details about them to Corporate Finance. DECISION AUTHORITY & IMPLEMENTATION Where required, these decisions have been taken under The Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012. These decisions, unless called in, will come into effect from 5pm on Tuesday 13 April 2021. This is the formal notice by the Council of the above decisions.
