RELEASE NO 15 Reference No. 537 Date of decision Monday 26 September 2022 Call-in expiry date 5pm, Monday 3 October 2022 Relevant Select Committee Property, Highways & Transport Select Committee Relevant Wards All Decision made Cabinet Members making the decision Councillor Jonathan Bianco – Cabinet Member for Pr operty, Highways & Transport Councillor Martin Goddard – Cabinet Member for Finance Approved That the Cabinet Member for Finance and the Cabinet Member for Property, Highways and Transport: 1) Agreed to the direct award of contract under the South- East Consortium (SEC) consultancy framework agreement and the appointment of John Rowan & Partners, to provide specialist consultancy support for the Planned Works Roofing Programme at a total value of £144.22k, and; 2) Agreed to the capital release request of £144k from the Roofing Renewals Workstream within the Housing Revenue Account Works to Stock 2022/23 programme budget for the Specialist Consultancy Services Fees associated with the Contract Administration delivery to various Council owned properties. Reason for decision The appointment of specialist consultancy support services is a requirement to enable delivery of the planned renewal of various roofs under the programme. A number of roofs are in a poor condition and beyond economic repair. Executive Decision Notice – 26 September 2022 Page 2 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk The appointment of the specialist consultants will facilitate survey of the dwellings, issue the report, recommendations and preparation of the tender documents for the Scheme. This is Phase of a programme for roofing replacements; enabling the effective management of smaller work packages (Lots 1 – 7) and reducing costs using smaller, more specialist installation companies. These are located at various addresses in the Borough as detailed in the confidential report. Alternative options considered and rejected Moving away from the larger type of delivery contracts gives greater flexibility to deal with risks associ ated with poor contractor performance. This approach will enable more specialist contractors to deliver installations at lower costs. Classification That this report be declared as exempt from publication as it involves the disclosure of information in accordance with Section 100(A) and paragraph 3 of Part 1 of Schedule 12 (A) to the Local Government Act 1972 (as amended), in that the report contains information relating to the financial or business affairs of any particular person (including the authority holding that information) and that the public interest in withholding the information outweighs the public interest in disclosing it.
