Putting our Residents First This report supports the Council objective of Our People. Results of the consultation will be considered in relation to the Council’s strategy for parking in residential areas. Financial Cost There are no direct financial implications associated with the recommendations to this report. Cabinet Member Report – 8 July 2022 Page 2 Part 1 - Public Reasons for recommendations The recommendations reflect the responses received to the consultation with residents living in Dawlish Drive, Ruislip. Alternative options considered / risk management The consultation with residents offered the option to maintain the current parking arrangements. Select Committee comments None at this stage. SUPPORTING INFORMATION 1. The Cabinet Member will be aware of the recent informal consultation which asked residents of Dawlish Drive, Ruislip if they would support a waiting restriction in their road. One of the main parking issues highlighted by residents is that during school drop-off and pick-up times, the road becomes congested with parents whose children attend Lady Bankes Infant and Junior School. It was also suggested that some drivers leave their engines running and ignore the existing parking restrictions. Parking issues in the road could be amplified due to Dawlish Drive being in such close proximity to Ruislip Manor Station and town centre which could attract commuters. 2. The informal consultation follows a petition submitted to the Council signed by 32 residents of Dawlish Drive . The petition requested a residents’ permit holder parking only scheme. However, local Ward Councillors received concerns and representations from some residents of Dawlish Drive opposed to a parking management scheme being introduced in the road. As a result, Ward Councillors asked that officers consult residents on a possible waiting restriction in the road instead, with the proposed operational times of ‘Monday to Friday 8am to 10am and 2:30pm to 4:30pm ’. It was felt that a parking management scheme would have implications across many surrounding roads and there was already a divided opinion on support for a possible parking scheme. 3. Residents in the area shown on the plan attached to this report as Appendix A were delivered a consultation pack which included a letter, questionnaire, plan of the area being consulted and reply-paid envelope. 4. The possible waiting restriction in Dawlish Drive would be in the form of a single yellow line which would be operational ‘Monday to Friday 8am to 10am and 2:30pm to 4:30pm’, which is in line with the existing school keep clear road markings and waiting restrictions so as to avoid any confusion for drivers. Any possible restrictions would apply to everyone including residents, non-residents and their visitors. 5. A good level of responses were received during the consultation. However, the majority indicated they would not support waiting restrictions in the road due to the implications it would have on residents’ ability to park on the road. Out of 86 consult ations packs delivered, 39 Cabinet Member Report – 8 July 2022 Page 3 Part 1 - Public responses were received representing a response rate of 45%. The responses can be seen in the table attached to this report as Appendix B. 6. As seen in Appendix B, five residents indicated that they would support possible waiting restrictions, whereas 34 residents objected. 7. The questionnaires had space for residents to write any further thoughts or comments they had when considering a possible restriction in their road. Residents who supported this advised that they would support parking controls in the road but felt a residents’ permit parking scheme may be a better solution. 8. Residents who opposed any changes to the current parking situation advised that they would have a negative effect on residents who would need to make sure their car is not in the road during the operational times to avoid a Penalty Charge Notice as many of them do not have access to off -street parking. A consensus from residents who took the opportunity to respond was that parents who were dropping off or picking up their children from Lady Bankes School would continue to park on restrictions as they do now, knowing there is an observation time for picking up and setting down even when a Civil Enforcement Officer is present. Residents expressed concern that some drivers will continue to ignore the existing single yellow lines as some tend to do now. 9. A couple of comments received were concerned with general poor driving behaviour and parking on the bend in the road, suggesting that restrictions be considered in this location alone. These concerns have been noted and will be considered and investigated separately by officers. 10. The results of the informal consultation have been shared with local Ward Councillors, who have considered of all the responses received and the obvious lack of support for a possible waiting restriction in Dawlish Drive. It is therefore recommended that no further action is taken to implement single yellow lines in Dawlish Drive, Ruislip at the present time. Financial Implications There are no direct financial implications associated with the recommendations to this report. RESIDENT BENEIT & CONSULTATION The benefit or impact upon Hillingdon residents, service users and communities To change the parking measures in Dawlish Drive based on the reported parking issues during the proposed operational times. Consultation carried out or required Residents were informally consulted to see if they would support the introduction of a waiting restriction in Dawlish Drive, Ruislip . If the recommendations to this report are approved, then officers will take no further action in changing the parking arrangements in Dawlish Drive.
