Putting our Residents First This report supports the Council objective of Our People. Results of the consultation will be considered in relation to the Council’s strategy for parking in residential areas. Financial Cost There are no direct financial implications associated with the recommendations to this report. Notes the responses received to the in formal consultation on possible proposals for a one hour waiting restriction from residents in Old Hatch Manor, Ruislip and surrounding roads. Instructs officers to take no further action in terms of implementing a possible one hour waiting restriction in Old Hatch Manor, Ruislip and surrounding roads based on the responses received to the consultation. Reasons for recommendations The recommendations reflect the responses received to the consultation with residents living in the area as seen on the plan attached as Appendix A. Alternative options considered / risk management The consultation offered residents the option of no changes to the current parking arrangements in their road. Select Committee comments None at this stage. SUPPORTING INFORMATION 1. The Cabinet Member for Public Safety and Transport will be aware of a petition submitted to the Council from residents living in Old Hatch Manor, Ruislip requesting parking controls in their road to help address all -day non-residential parking. Following a petition hearing heard by the former Cabinet Member for Planning and Transportation, the request was added to the Council’s extensive parking programme. 2. Old Hatch Manor is in close proximity to Ruislip Manor Underground Station which lies on the Piccadilly and Metropolitan line. There are a variety of local services and amenities in Ruislip Manor, with an abundance of on- street pay and display parking bays, as well as two nearby long stay off -street car parks at Linden Avenue and Pembroke Gardens, but unrestricted roads can still be a desirable and convenient place for commuters and shoppers to park. There are local schools nearby including Warrender Primary School which is located in Old Hatch Manor and Bishop R amsey Church of England School which is in Warrender Way, just outside of the informal consultation area. Residents advised that some parents drive dangerously and park inconsiderately , particularly during school drop-off and pick -up times which has reportedly worsened the parking situation. The petition also advised that residents were concerned about staff from the local schools parking in the road which adds additional stress to parking and congestion often for the whole day. 3. Although the petition asked for a residents’ permit parking scheme, petitioners advised that they would be happy with alternative solutions that would help solve the parking issues they were experiencing. 4. Following discussions between l ocal Ward Councillors , officers were asked to consult residents on a possible one-hour waiting restriction. Ward Councillors felt that this could help eliminate all day non -residential parking, and as it would only apply for one hour of the day ; all-day commuter parking would decrease but there would be more parking availability and a Cabinet Member Report – 2 July 2021 Page 3 Part 1 Public safer environment for drivers and pedestrians, particularly during school drop-off and pick-up times. Ward Councillors also asked officers to include College Drive, Hawtrey Drive, The Ridgeway, The Uplands and Westholme Gardens within the proposals, as they advised they would prefer to find a solution for a wider area as opposed to just one road . Residents in Eastcote Road, Myrtle Avenue and Park Way who would be directly affected by any changes to the parking situation were also informally consulted. 5. The possible one-hour waiting restriction would comprise a single yellow line which would be painted throughout the whole road; the restrictions would, however, apply to residents, their visitors and non- residents alike. Unlike a parking management scheme, there is no permit available for residents or their visitors to allow them to park on a single yellow line , and this therefore may not be suitable in roads where there is limited off -street parking available. Double yellow lines are also usually placed on corners where it could be deemed unsafe to park. 6. Residents in the area indicated on the plan attached as Appendix A were delivered a letter which explained the main features of waiting restrictions. The consultation pack also included a location plan of the area being consulted, a scheme design detailing the proposal, a pre- paid envelope, and a questionnaire which gave residents the opportunity to indicate whether they would support waiting restrictions operational ‘Monday to Friday 1pm to 2pm’, ‘Monday to Saturday 1pm to 2pm’ or alternatively if they would prefer no changes to be made to the current parking arrangements. 7. 284 informal consultation packs were delivered to residents, of which 199 responses were received, representing a response rate of 70%. Overall, 67 residents supported waiting restrictions in their road operational ‘Monday to Friday 1pm to 2pm’, 30 ‘Monday to Saturday 1pm-2pm’, and 102 residents preferred no changes to be made to the current parking situation. The results of the consultation can be seen in the table attached as Appendix B. 8. In Hawtrey Drive, 67% of households responded, with six indicating that they would prefer no changes to the current parking arrangements. Eight respondents indicated that they would support a single yellow line in their road operational ‘Monday to Friday 1pm to 2pm’ and two advised that they would support a single yellow line operational ‘Monday to Saturday 1pm to 2pm’. 9. In Westholme Gardens, 36 responses were received out of the 66 consultations packs sent to residents. The results were relatively close, with 17 households indicating they would prefer no changes, but 13 indicating support for the operational times of ‘Monday to Friday 1pm to 2pm’ and six ‘Monday to Saturday 1pm to 2pm’. 10. In Old Hatch Manor, there was a response rate of 73% . Eight households indicated that they would support a possible one-hour restriction during the weekdays , and four indicated support for the restrictions to operate ‘Monday to Saturday 1pm to 2pm’. However, despite the petition for parking restrictions originating from Old Hatch Manor, seven households who took the opportunity to respond indicated that they would not support a waiting restriction in their road. Cabinet Member Report – 2 July 2021 Page 4 Part 1 Public 11. As mentioned previously, t he majority of residents who responded to the consultation objected to a possible waiting restriction. This was particularly evident in College Drive which had a high response rate of 84%, but as seen in Appendix B out of the 54 responses received to the consultation, 33 of these preferred no changes. 12. The Uplands also had a majority of responses indicating support for no changes, with eight households supporting waiting restrictions operational ‘Monday to Friday 1pm to 2pm’, two supporting ‘Monday to Saturday 1pm to 2pm’, but 13 responses indicating they would prefer no changes to be made to the existing parking. 13. In The Ridgeway, resident s’ views on possible waiting restrictions were balanced. 14 households supported them being operational ‘Monday to Friday 1pm to 2pm’, ten supported ‘Monday to Saturday 1pm to 2pm’, however 24 indicated that they would prefer no changes. 14. During the informal consultation, some residents took the opportunity to write comm ents on their questionnaire. In the responses which supported a possible waiting restriction operational either ‘Monday to Friday 1pm to 2pm’ or ‘Monday to Saturday 1pm to 2pm’ , one of the most frequently made comments was that waiting restrictions would help improve traffic flow and deter commuters and other non-residents from parking all day. However, some residents did advise that they would like a permit to allow parking on the single yellow line during the hour of operation; as mentioned, there is no permit available for residents to park on a single yellow line as the restrictions apply to everyone. 15. Residents who did not support a possible one- hour waiting restriction advised that this type of parking would cause inconvenience to res idents, especially those who do not have access to off -street parking. Some r esidents even stated that they did not feel there is a parking issue and thus the waiting restriction would be unnecessary . However, the main concern from residents seemed to be t hat parking restrictions would just cause any parking issues to shift to their road or surrounding roads. This was reiterated in a letter received from a resident of College Drive who advised that the restrictions in one road could introduce or worsen the parking problems in the next road. Residents also felt that the restrictions are too harsh for people who need to visit the local shops or services and may struggle to find an on- street pay and display parking bay, or staff who work at the local primary school and commuters who may need somewhere to park and are unable to utilise the two nearby car parks. 16. The results of the informal consultation were shared with local Ward Councillors and the Cabinet Member for Public Safety and Transport . Although the majority of responses from residents of Old Hatch Manor supported a waiting restriction, a one-hour restriction in this road alone would have a knock-on effect and transfer the problem to nearby roads that opposed the one-hour waiting restriction. On balance, Ward Councillors do not believe there is enough support in the area to progress such a scheme. It is therefore recommended that no further action should be taken at the present time . Should residents gain more support in the future they may be invited to petition the Council.
