Relevant Ward(s) Wood End Ward RECOMMENDATIONS That the Cabinet Member for Property, Highways and Transport: 1. Notes the results of the informal consultation for a possible extension to the operational times of the waiting restriction in Botwell Common Road, Hayes between Dawley Road and Beechwood Avenue. 2. Based on the responses received and following discussions with local Ward Councillors, instructs officers to organise a statutory consultation. Cabinet Member Report – 16 April 2024 Part I – Public Reasons for recommendations These recommendations are in line with the views expressed during the informal consultation and are supported by the local Ward Councillors. Alternative options considered / risk management. None at this stage. Select Committee comments None at this stage. SUPPORTING INFORMATION 1. The Council received a petition signed by 21 residents of Botwell Common Road and the surrounding area requesting the operational times of the single yellow line between Dawley Road and Beechwood Avenue be extended. The petition stated: “Yellow line has been painted on Botwell Common Road (UB3 1JE) from Dawley Road end to Beechwood Ave junction. Residents are still facing issues with traffic and drivers parking cars on the road causing obstructions. Currently Monday to Friday 08:00am - 10:00am and 14:20 to 16:30. Residents would like the timings changed, as per below. The timings currently are working but outside of these hours vehicles are parking, especially in the evening… …Residents would like this changed to Monday-Sunday-08:00am-11am and 14:30-18:00” 2. The Cabinet Member will recall that a single yellow line has recently been painted in Botwell Common Road, following a petition requesting parking measures to help improve road safety and congestion which had been impacted by dangerous and obstructive parking at this location. Officers were instructed to undertake consultations with residents and following discussions with local Ward Councillors, the decision was made to introduce a single yellow line on the southern kerb line of Botwell Common Road between its junctions with Dawley Road and Beechwood Avenue, operational ‘8am-10am and 2:30pm- 4:30pm Monday to Friday’ similar to other restrictions which have proven effective throughout the borough. 3. The most recent petition contained signatures from households who would be directly affected by any changes to the operational times of the single yellow line, and it seemed a sensible opportunity to offer ‘ intelligent intervention’ which, if the lead petitioner agreed, negated the need for a formal petition hearing. It is possible to consider a petition such as this via intelligent intervention where both the nature of the request and levels of local support are clear and unambiguous and this therefore allows officers to add the request to the extensive parking scheme programme for investigation and consultation. The lead petitioner agreed to this process and officers therefore organised for informal consultation to take place. 4. Informal consultation packs were sent to residents in an area agreed with local Ward Councillors, including a letter, questionnaire, plan of the consultation area and pre- paid Commented [NJ1]: how many signatures please? need at least 20 for a valid petition Commented [NJ2R1]: please add this information. A plan of the area included in the informal consultation can be seen attached to this report as Appendix A. 5. Residents, as per usual practice, were given at least 21 days to respond to the consultation. Of the 13 households consulted, 9 responses were received. All of the responses indicated support to extend the operating hours. 6. Some residents took the opportunity to write comments on the questionnaire explaining why they would support longer operational times of the waiting restriction. Residents advised that congestion has continued to worsen due to vehicles parked on the southern kerbline outside the current operational hours of the single yellow line. This is an issue for all vehicles but particularly buses, which in turn has created an increase in noise and pollution. Residents also highlighted their concerns for the danger when crossing the road, as well as ongoing complaints of the road being used for parking by employees of the nearby businesses. 7. The results of the informal consultation have been shared with local Ward Councillors who are supportive of residents and thus to progressing the scheme to the penultimate statutory consultation. 8. It is therefore recommended that officers organise for statutory consultation to be carried out on a proposed extension to the operational times of the single yellow line o n the southern kerb line of Botwell Common Road , between Dawley Road and Beechwood Avenue, to be extended from ‘8am to 10am and 2:30pm to 4:30pm Monday to Friday to ‘8am to 11am and 2:30pm to 6pm everyday’. Financial Implications The estimated cost associated with the recommendations to this report is £2,000, expected to be funded from the Transport for London 2024/25 Grant Parking Management Schemes Allocation. If a scheme is subsequently approved for implementation, the costs will be eligible for capitalisation, subject to the relevant approval process with Transport for London and Capital Release protocols.
