Authorities (Executive Arrangements) (Meetings and Access to Information) (England)
Regulations 2012 notice period does not apply.

That the Cabinet Member:

Considers the objection received from the statutory consultation for the proposed
‘At Any Time’ waiting restrictions on the junction of Spinney Close and Yew Avenue,
Yiewsley.
2. Approves the proposal for the introduction of ‘At Any Time’ waiting restrictions on
the junction of Spinney Close and Yew Avenue.

Reasons for recommendations
To improve access on Spinney Close, yet still maintaining parking for residents.
Alternative options considered / risk management
The Council could decide not to proceed with the installation of the ’At Any Time’ waiting
restrictions as advertised.

SUPPORTING INFORMATION
1. Spinney Close is a cul-de-sac of 4 residential properties within Yiewsley Ward and has
access to the rear of the properties on Yew Avenue. A plan of the area is shown on Appendix A
to this report.
2. The Council received a request from a resident of Spinney Close through the Road
Safety Programme for measures to remove obstructive parking on the junction of Spinney Close
and Yew Avenue. They stated some of the vehicles are from properties in Yew Avenue. As a
consequence, a detailed site investigation was undertaken by Council officers.
3. Officers observed that vehicles were parking one side of the road from its junction with
Yew Avenue down into the road, restricting access in and out of Spinney Close. These vehicles
also restricted access for emergency services due to the limited width of the carriageway.
4. As a result of the site observations a proposal was developed to install double yellow
lines on the junction. These will still allow residents to park in the rest of the road. The proposed
waiting restrictions are shown on the plan attached as Appendix B of this report.
5. The Cabinet Member asked officers to take the proposal through the statutory 21-day
consultation process, which involved the placing of advertisements in the local press and the
display of public notices on site. During this period the Council received one objection.
6. The objector stated "Spinney Close is a very quiet road with very little vehicles entering
and exiting the road. Spinney Close is the only road we’re able to park our vehicle purely
because of the limited parking space on Yew Avenue. We are also unable to park our vehicle in
front of our property because of the width restricted on Yew Avenue....We work different shift
patterns and we can always rely on a parking spot on Spinney Close behind our property after a

long working shift. Visitors rely on parking there. We both feel very strongly about unrestricted
parking on Spinney Close.”
7. The local Ward Councillors have been consulted and one has responded supporting the
proposal.
8. The Cabinet Member will be aware of the Highway Code 2007, rule 243 which states ‘do
not stop or park opposite or within 10 metres (or 32 feet) of a junction, except in an authorised
parking space.’
9.. After careful consideration of comments received from the statutory consultation and the
views of the local Ward Councillors, it is recommended that the Cabinet Member agrees to
proceed with the proposed ‘At Any Time’ waiting restrictions on the junction of Spinney Close
and Yew Avenue as shown in Appendix B to this report.
Financial Implications
The cost associated with the recommendations to this report is estimated at £506 and will be
met from within existing revenue budgets for the Transportation Service.
RESIDENT BENEFIT & CONSULTATION
The benefit or impact upon Hillingdon residents, service users and communities
The effect of introducing the proposed waiting restrictions on the junction of Spinney Close and
Yew Avenue will be that access and safety is maintained whilst maintaining parking for
residents.
Consultation carried out or required
Consultation has been carried out on this proposal through a notice on site and in the local
press. Local Ward Councillors have also been consulted.
CORPORATE CONSIDERATIONS
Corporate Finance
Corporate Finance has reviewed the recommendations to this report and concurs with the
financial implications as set out above.
Legal
The Borough Solicitor confirms that there are no legal impediments to the Cabinet Member
agreeing the recommendations set out in the report which are in accordance with the outcome
of the statutory consultation.
