Executive Decision Notice – 24 December 2021 Page 1 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk OFFICIAL EXECUTIVE DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES Notice is hereby given that the following decision(s) have been made today by Cabinet Members at the London Borough of Hillingdon: Title of decision Contract Award for the Servicing and Maintenance of Building Management Systems (BMS), Heating, Ventilation & Air Conditioning Assets Across Hillingdon Reference No. 334 Date of decision Friday 24 December 2021 Call-in expiry date 5pm, on Wednesday 5 January 2022 Relevant Select Committee(s) Corporate, Finance and Property Select Committee Relevant Ward(s) All wards. Decision made Cabinet Members making the decision Councillor Martin Goddard - Cabinet Member for Finance Councillor Jonathan Bianco – Cabinet Member for Property & Infrastructure APPROVED That the Cabinet Member for Finance and the Cabinet Member for Property and Infrastructure approved the Single Tender Action to award a contract to Honeywell Control Systems Limited to deliver the servicing and maintenance of Building Management Systems (BMS), heating, ventilation & air conditioning assets within the Civic Centre, Battle of Britain site and 33 other corporate buildings for 1 year. Reason for decision The Council’s Civic Centre has been maintained by Honeywell Control Systems over the past 12 years and, sinc e its opening, has become responsible for the essential compliance servicing and maintenance of the Battle of Britain Bunker and Visitors Centre. The Cabinet Members decided to continue this relationship with Honeywell for these critical and high-profile sites along with the Air Conditioning at 33 other sites. The proposal from Honeywell did not include any cost -of-living increase and was a saving of £8,703 on the 2020 – 2021 cost. Alternative options considered and rejected The continued use of Honeywell and the experience of their on- site team in the Civic Centre minimises the risk of a failure to the various systems and items of plant in the Civic Centre; only Executive Decision Notice – 24 December 2021 Page 2 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk Honeywell can deliver these requirements and potential benefits. It would not benefit the Council at this time when there are a number of initiatives looking at the use and operation of the Civic Centre. The data that the Honeywell systems provide can assist identifying areas of efficiency for our carbon reduction targets.
