Putting our Residents First The request can be considered as part of the Council’s annual programme of road safety initiatives. Financial Cost The cost associated with the recommendations to this report is estimated at £ 423 and will be m anaged within existing revenue budgets for the Transportation Service Relevant Select Committee Public Safety and Transport Relevant Ward(s) Uxbridge South RECOMMENDATIONS That the Cabinet Member for Public Safety and Transport: 1. Considers the objection received from the statutory consultation for the proposed ‘At Any Time’ waiting restrictions on Waterloo Road, Uxbridge; and 2. Approves the proposal for the introduction of ‘At Any Time’ waiting restrictions on Waterloo Road. Cabinet Member Report – 16 December 2021 Page 2 (Part 1 – Public) Reasons for recommendation To improve access on Waterloo Road yet still maintaining parking for residents. Alternative options considered / risk management The Council could decide not to proceed with the installation of the ’At Any Time’ waiting restrictions as advertised. Democratic compliance / previous authority None at this stage. Select Committee comments None at this stage. SUPPORTING INFORMATION 1. Waterloo Road is a residential road within Uxbridge South Ward. It is in close proximity to Uxbridge Tow n Centre and it has a small church halfway down the road. The road is within Uxbridge South Parking Management scheme. A plan of the area is shown on Appendix A to this report. 2. The Council received a request from a resident of Daneshill House, a development at the top part of Waterloo Road near Rockingham Road, through the Road Safety Programme for measures to remove obstructive parking close to the entrance to the development . Consequently, a detailed site investigation was undertaken by Council officers. 3. Officers observed that vehicles were parking either side of the entrance on the bend outside the operational hours of the scheme. restricting sight lines and access. 4. As a result of the site observations a proposal was developed to increase the existing single yellow lines to double yellow lines on the west side of the road to the start of the parking bay. This will allow residents to park in the rest of the road. The proposed waiting restrictions are shown on the plan attached as Appendix B of this report. 5. The Cabinet Member agreed to take the proposal through the statutory 21 -day consultation process, which involved the placing of advertisements in the local press and the display of public notices on site. During this period the Council received one objection. 6. The objector stated "We don’t have enough parking spaces as it is. With the pub being at the end of the road, the yellow lines currently allow for evening parking which is important. Plus there is overflow traffic from Daneshill House development that also park on the street of an evening. BY implementing double yellow lines, you will make it even Cabinet Member Report – 16 December 2021 Page 3 (Part 1 – Public) more difficult for me to park near my property. There was no concern about road safety when planning permission was given to the waterloo Wharf development....So I am really unhappy that you’ve suddenly decided to notify us of this plan now.” 7. The local Ward Councillors have been consulted and support the proposed yellow lines in order to maintain safe access and egress to the new development. 8. Parking will still be allowed on the other side of the road in the evening time outside the operational hours of the single yellow lines. 9. After careful consideration of comments received from the statutory consultation and the views of the local Ward Councillors , it is recommended that the Cabinet Member agrees to proceed with the proposed ‘At Any Time’ waiting restrictions on the junction of Oakdene Road and Silver Way as shown in Appendix B to this report. Financial Implications The cost associated with the recommendations to this report is estimated at £423 and will be met from within existing revenue budgets for the Transportation Service. RESIDENT BENEFIT & CONSULTATION The benefit or impact upon Hillingdon residents, service users and communities? The effect of introducing the proposed waiting restrictions on the junction of Oakdene Road and Silver Way will be that access and safety is maintained whilst maintaining parking for residents. Consultation carried out or required Consultation has been carried out on this proposal through a notice on site and in the local press. Local Ward Councillors have also been consulted. CORPORATE CONSIDERATIONS Corporate Finance Corporate Finance has reviewed the recommendations to this report and concurs with the financial implications as set out above. Legal The Borough Solicitor confirms that there are no legal impediments to the Cabinet Member agreeing the recommendations set out in the report which are in accordance with the outcome of the statutory consultation.
