Putting our Residents First The request can be considered as part of the Council’s annual programme of road safety initiatives. Financial Cost There are no direct financial implications associated with the recommendations to this report. Relevant Select Committee Public Safety and Transport Relevant Ward(s) Hillingdon East RECOMMENDATIONS That the Cabinet Member for Public Safety and Transport: 1. Considers the objections received from the statutory consultation for the proposed ‘At Any Time’ waiting restrictions on the junction of Oakdene Road and Silver Way, Hillingdon. 2. Asks officers to defer the proposal for the introduction of ‘At Any Time’ waiting restrictions on the junction of Oakdene Road and Silver Way at the present time and to keep the situation under review. Reasons for recommendations The recommendation reflects the views expressed by local residents during the consultation. Cabinet Member Report – 01 February 2022 Page 2 (Part 1 - Public) Alternative options considered / risk management The Council could decide to proceed with the installation of the ’At Any Time’ waiting restrictions as advertised. Democratic compliance / previous authority None at this stage. Select Committee comments None at this stage. SUPPORTING INFORMATION 1. Oakdene Road and Silver Way are residential roads within Hillingdon East Ward. Silver Way is a cul -de-sac with private parking area s. Silver Way can only be accessed via Oak dene Road. A plan of the area is shown on Appendix A to this report. 2. The Council received a request from a resident of Silver Way through the Road Safety Programme for measures to remove obstructive parking at its junction with Oakdene Road. As a consequence, a detailed site investigation was undertaken by Council officers. 3. Officers observed that vehicles were parking on the junction that could restrict sight lines and access. No vehicles were seen to be restricting access to the private parking areas within the road. 4. As a result of the site observations a proposal was developed to install double yellow lines on the junction but to still allow residents to park in the rest of the road. The proposed waiting restrictions are shown on the plan attached as Appendix B of this report. 5. The Cabinet Member agreed to take the proposal through the statutory 21-day consultation process, which involved the placing of advertisements in the local press and the display of public notices on site. During this period the Council received two objections. 6. The first objector stated "As I have two cars, I need to space across the drive to park as parking can be very bad. I understand some people park very badly but there must be another way of dealing with these people.” 7. The second objector stated “ I am disabled, so it is not practical to have them there. … I need to have access therefor my own car and family and friends. My car is not parked close to the corner of Silver Way.” Cabinet Member Report – 01 February 2022 Page 3 (Part 1 - Public) 9. The local Ward Councillors have been consulted and one has responded asking if it is feasible to shorten the restrictions to maintain some parking. One side of the junction has dropped kerbs. 9.. After careful consideration of comments received from the statutory consultation and of the views of the local Ward Councillors, it is recommended that the Cabinet Member agrees to defer the proposed ‘At Any Time’ waiting restrictions on the junction of Oakdene Road and Silver Way at the present time and to keep the parking situation under review. Financial Implications There are no direct financial implications associated with the recommendations to this report. RESIDENT BENEFIT & CONSULTATION The benefit or impact upon Hillingdon residents, service users and communities? There will be no changes to the current parking arrangements on the junction of Oakdene Road and Silver Way. Consultation carried out or required Consultation has been carried out on this proposal through a notice on site and in the local press. Local Ward Councillors have also been consulted. CORPORATE CONSIDERATIONS Corporate Finance Corporate Finance has reviewed the recommendations to this report and concurs with the financial implications as set out above. Legal The Borough Solicitor confirms that there are no legal impediments to the Cabinet Member agreeing the recommendations set out in the report which are in accordance with the outcome of the statutory consultation. Infrastructure / Asset Management There are no property implications resulting from the recommendations set out in this report. Comments from other relevant service areas None at this stage.
