Regulations 2012 notice period does not apply.

restrictions on Dickens Avenue.

To improve access on Dickens Avenue yet still maintaining parking for residents.
Alternative options considered / risk management
The Council could decide not to proceed with the installation of the ’At Any Time’ waiting
restrictions as advertised.

SUPPORTING INFORMATION
1. Dickens Avenue is a residential road within Yiewsley Ward. It leads on to Harlington
Road which is one of the main routes between Hayes and Uxbridge. There are existing
double yellow lines on the junction of Dickens Avenue and Harlington Road. A plan of the
area is shown on Appendix A to this report.
2. The Council received a request from a resident through the Road Safety Programme for
measures to remove obstructive parking in the entrance to Dickens Avenue. As a
consequence, a detailed site investigation was undertaken by Council officers.
3. Officers observed that vehicles were parking on one side of the road from the end of the
existing double yellow lines down into the road. These vehicles restricted access on the
junction. Vehicles entering Dickens Avenue from Harlington Road are having to wait for
vehicles to exit the road before proceeding, thus causing queueing traffic back on
Harlington Road.
4. As a result of the site observations a proposal was developed to extend the double
yellow lines by two car lengths. This will still maintain parking in the rest of the road, but
keep the junction clear. The proposed waiting restrictions are shown on the plan attached
as Appendix B of this report.
5. The Cabinet Member agreed to take the proposal through the statutory 21-day
consultation process, which involved the placing of advertisements in the local press and
the display of public notices on site. During this period the Council received one
objection.
6. The objector stated "The current 10 metres of restrictions are sufficient to prevent
obstruction of the junction and allow vehicles to pass each other, and an extension is
entirely unnecessary. The current length also complies with the Highway Code guidance
about vehicles not parking within 10 metres of a junction. Of course, sometimes you have

to wait further back to let a vehicle pass once it’s entered the road, but it never caused an
issue as this is a residential road which is essentially a cul-de-sac, and the road is
straight, so visibility is not an issue either. Extending the restrictions would just create
more parking pressure at that end of the road – space is quite limited once you get
passed this area as there are a large number of crossovers.”
7. The proposed extension would remove parking for two vehicles and would stop at least
25 metres from the start of the houses in Dickens Avenue. Most of the properties have
off-street parking.
8. The local Ward Councillors have been consulted and have expressed no concerns on
the current proposals.
9. After careful consideration of comments received from the statutory consultation and the
views of the local Ward Councillors; it is recommended that the Cabinet Member agrees
to proceed with the proposed ‘At Any Time’ waiting restrictions in Dickens Avenue as
shown in Appendix B to this report.
Financial Implications
The cost associated with the recommendations to this report is estimated at £ 418 and will be
met from within existing revenue budgets for the Transportation Service.
RESIDENT BENEFIT & CONSULTATION
The benefit or impact upon Hillingdon residents, service users and communities?
The effect of introducing the proposed waiting restrictions on Dickens Avenue will be that
access and safety is maintained whilst maintaining parking for residents.
Consultation carried out or required
Consultation has been carried out on this proposal through a notice on site and in the local
press. Local Ward Councillors have also been consulted.
CORPORATE CONSIDERATIONS
Corporate Finance
Corporate Finance has reviewed the recommendations to this report and concurs with the
financial implications as set out above.
Legal
The Borough Solicitor confirms that there are no legal impediments to the Cabinet Member
agreeing the recommendations set out in the report which are in accordance with the outcome of
the statutory consultation.
