Putting our Residents First This report supports the Council objective of Our People. The request can be considered as part of the Council’s annual programme for on-street parking controls. Financial Cost The estimated cost associated with the recommendations to this report is £2,000 and will be managed within existing revenue budgets for the Transportation Service. Notes the responses to the informal consultation on a possible extension to the Ruislip Gardens Parking Management Scheme into Bedford Road (part). 2. Based on these results and discussions with ward councillors, instruct officers to develop a detailed design and formally consult upon a scheme that operates every day, 9am-5pm, as an extension to the Ruislip Gardens Parking Management Scheme. Reasons for recommendations These recommendations are in line with the views expressed during the informal consultation and are supported by the local Ward Councillors. Cabinet Member Report – 26/10/22 Part I – Public Alternative options considered / risk management None at this stage. Select Committee comments None at this stage. SUPPORTING INFORMATION 1. A petition with 25 signatures was submitted to the Council from residents of Bedford Road, Ruislip signed under the following heading: “Parking Permit” Although little additional information was provided it was assumed that petitioners were requesting the introduction of a residents’ permit parking scheme, which was duly clarified though discussions with residents at the petition hearing. 2. Bedford Road is a mainly residential road, with a mixture of terraced houses and maisonettes. Many of the terraced houses appear to benefit from off-street parking provision and there are many dropped kerbs along the road, which limits the amount of available kerbside space for on-street parking opportunities. A plan of the area is attached as Appendix A. 3. Bedford Road is a short walk to Ruislip Gardens underground station which provides easy access to central London. The local shopping parade, school and other local community amenities are all just a short walk away. 4. As the Cabinet Member may be aware, a section of Bedford Road between its junctions with West End Road and Trevor Crescent already benefits from a Parking Management Scheme, which operates every day between 9am and 5pm. 5. T he previous Cabinet Member met and discussed with petitioners their request for “Parking Permit” and asked officers to add the request to the future extensive parking scheme programme for further investigation and informal consultation with residents on including them in a possible extension to the existing Parking Management Scheme. 6. Officers discussed the petitioners’ request with ward councillors and agreed the area that should be consulted will be between Stafford Road and the eastern end of Trevor Crescent, as an extension to the existing scheme. 7. A 21-day informal consultation was undertaken and a letter, questionnaire and reply-paid envelope was delivered to every affected property within the area. The questionnaire asked residents to indicate whether they supported extending the existing scheme into their part of Bedford Road. 8. The response rate to this consultation was higher than normal, with 17 households indicating support and 11 objecting to a possible scheme, resulting in a 50% return rate. Some of the positive responses to the proposals suggested that some residents within the existing nearby scheme are parking in Bedford Road to avoid paying for additional vehicle permits, and that some properties within the proposed scheme have four vehicles, meaning less space for other residents. 10. Comments against the proposals also mentioned some properties had multiple vehicles but were also concerned with having to pay for permits to park on the street themselves. Other comments included a view that parking was not a problem in the road and general concern about a permit scheme and how that would impact visitors and carers. Residents that have carers may apply for a Carer’s Permit which the carer can place in their vehicle when they visit. 11. These results were shared with the local ward councillors who, based on the results of this consultation, supported the principle of implementing a scheme subject to the required formal consultation process. 12. It is therefore recommended that the Cabinet Member instructs officers to design the scheme as an extension to the Ruislip Gardens scheme in part of Trevor Crescent, and to proceed to formal consultation. Financial Implications The estimated cost associated with the recommendations to this report is £2,000 and will be managed within existing revenue budgets for the Transportation Service. If a scheme is subsequently approved for implementation, the costs will be eligible for capitalisation subject to the relevant Capital Release protocols. RESIDENT BENEFIT & CONSULTATION The benefit or impact upon Hillingdon residents, service users and communities? To allow the Cabinet Member to consider the petitioners’ request. Consultation carried out or required None at this stage. CORPORATE CONSIDERATIONS Corporate Finance Corporate Finance has reviewed the recommendations to this report and concurs with the financial implications as set out above. Legal The Council has conducted informal consultation in relation to the proposals set out under the above recommendations. There are no legal impediments to the Council now conducting statutory consultation in accordance with the Local Authorities Traffic Orders (Procedure) (England & Wales) Regulation 1996.
