Regulations 2012 notice period does not apply.

estimated at £ 420 and will be m anaged within existing revenue

RECOMMENDATIONS
That the Cabinet Member:
1.
Considers the objections received from the statutory consultation for the proposed
‘At Any Time’ waiting restrictions on Mildred Avenue, Hayes;
2. Approves the introduction of the proposed ‘At Any Time’ waiting restrictions on
Mildred Avenue, as shown on Appendix B;

Reasons for recommendations
To improve access on Mildred Avenue yet still maintain some parking provision for residents and
visitors.
Alternative options considered / risk management
The Council could decide not to proceed with the installation of the ’At Any Time’ waiting
restrictions as advertised.

SUPPORTING INFORMATION
1. Mildred Avenue is a residential road within Pinkwell Ward. The road forms part of the U4
bus route and is used as a through route from Bourne Avenue to Pinkwell Lane. There are
local schools in the area. A plan of the area is shown on Appendix A to this report.
2. The Council received a request from a local resident asking for double yellow lines on
Mildred Avenue at its junction with Wentworth Crescent to be ext ended to deter vehicles
from parking and restricting sight lines. As a consequence, a detailed site investigation
was undertaken by Council officers.
3. Officers observed that vehicles were parking from the end of the yellow lines . Th ese
vehicles restricted sight lines for vehicles exiting Wentworth Crescent.
4. As a result of the site observations a proposal was developed to extend the existing double
yellow lines on Mildred Avenue. This will still maintain parking in the rest of the road but
improve access and visibility . The proposed waiting restrictions are shown on the plan
attached as Appendix B to this report.
5. The Cabinet Member agreed to take the proposal through the statutory 21-day consultation
process, which involved the placing of advertisements in the local press and the display of
public notices on site. During this period the Council received two objections to the
proposal.
6. The first objector stated "Personally, I feel like the extension of the double yellow line will
cause a hinderance to 25 Mildred Avenue as they own a vehicle which is parked on the
road. Extending the double yellow line would cause a knock-on effect forcing the residents
to park in alternative spots causing inconvenience. Due to the 8.5m extension proposed,

this would leave them nowhere to park outside their house. I had also gotten my dropped
kerb extended to try to stop this issue from happening. Due to the factors aforementioned,
the residents of 25 Mildred Avenue would more than likely have to park in front of my house
for convenience which would again cause the issue of me struggling to get in & out of my
driveway due to how the dropped kerb is placed. Therefore, can you please reconsider the
extended double yellow for maybe a mirror at the junction? This is much more of a practical
way to solve visibility issues”
7. The Cabinet Member will be aware that mirrors are not permissible on the public highway
as they are, in effect, non- approved traffic signs in the view of the Department for
Transport.
8. The second objector stated “ We strongly oppose this extension; this is our only parking
space available and do not see how extending a yellow line across the front does anything
other than cause a car pileup in the local area. This parking spot has however been used
by multiple business in the past who have been very lenient on parking across the yellow
lines. Whilst we would love for these 'BT' and other local business trucks to stop parking
here, there is nothing which we can do about this. However, it does not seem just or fair to
punish the local residents for the actions of others, especially when there is no alternative
parking available. There is already a lack of parking in the local area and removing another
spot only serves to move this issue further down the road. This y ellow line serves no
purpose as the current yellow lines should be plenty and do not see a reason as to why a
local street corner requires a 18.5m double yellow line notice. Especially when no buses
use or turn the corner in this area, but rather continue on a straight line. Make no mistake
if this double yellow line goes through it will only serve to move whatever issue is being
had onto another local area. There is not enough parking, and you mean to have even
fewer available parking places. This is a fruitless endeavour and a waste of taxpayer
money, whose only outcome is to cause a great discontent towards the local government.
There is simply NO need to arbitrarily remove parking spaces from local homes.”
9. The local Ward Councillors have been consulted and all three support the proposed waiting
restrictions.
10. After careful consideration of comments received from the statutory consultation and the
views of the local Ward Councillors , it is recommended that t he Cabinet Member agrees
to proceed with the propos ed ‘At Any Time’ waiting restrictions on Mildred Avenue in
Appendix B to this report.
Financial Implications
The cost associated with the recommendations to this report is estimated at £4 20 and will be
managed within existing revenue budgets for the Transportation Service.

RESIDENT BENEFIT & CONSULTATION
The benefit or impact upon Hillingdon residents, service users and communities
The effect of introducing the proposed waiting restrictions on Mildred Avenue will be that access
and safety are maintained whilst maintaining parking for residents.
Consultation carried out or required
Consultation has been carried out on this proposal through a notice on site and in the local press.
Local Ward Councillors have also been consulted.
CORPORATE CONSIDERATIONS
Corporate Finance
Corporate Finance has reviewed the recommendations to this report and concurs with the
financial implications as set out above.
Legal
The Borough Solicitor confirms that there are no legal impediments to the Cabinet Member
agreeing the recommendations set out in the report which are in accordance with the outcome of
the statutory consultation.
Infrastructure / Asset Management
There are no property implications resulting from the recommendations set out in this report.
