Decision Approved
That the Cabinet Member for Property, Highways &
Transport and the Cabinet Member for Finance agree d to
the capital release request of £23k from the 2023/24 Parking
Improvements Capital Budget to complete surveys and
design for necessary refurbishment works, including
structural, safety & access improvements, at Blyth Road
Car Park, Hayes, UB3 1RX (see Appendix A of the report).
Reason for decision Following a condition review of Blyth Road Car Park, it was
found that there were a number of improvement works required
to ensure compliance with the current Regulations and Safety
Standards and Lease requirements.
The car park needs to be compliant with current standards to
enable safe operational use. The works scope includes concrete
repairs to soffits , unblocking of d rains, replacement of shutter
door, pedestrian access, line marking, treatment of f loors and
decoration of walls and ceilings.
Alternative options
considered and
rejected
Not progressing is not an option as this would be in breach of
the Council’s repair responsibilities under the lease. Works are
required to make the public car park safe and secure to use.
