Executive Decision Notice – 25 September 2023 Page 1 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk OFFICIAL EXECUTIVE DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES Notice is hereby given that the following decision(s) have been made today by Cabinet Members at the London Borough of Hillingdon: Title of decision Public Sector DECARBONISATION FUND 3B Reference No. 912 Date of decision Monday 25 September 2023 Call-in expiry date SPECIAL URGENCY N/A – This decision comes into immediate effect Relevant Select Committee(s) Property, Highways and Transport Select Committee Relevant Ward(s) Ruislip and Uxbridge Decision made Cabinet Members making the decision The Leader of the Council , in conjunction with the Cabinet Member for Property, Highways and Transport. APPROVED That the Leader of the Council, in conjunction with the Cabinet Member for Property, Highways & Transport approved the appointment of Ameresco Limited as the Works Contractor for the Decarbonisation and the delivery of the Public Sector Decarbonisation Fund 3b proj ect as detailed in Appendix A of the confidential report , commencing on the 1st of August 2023 for circa 60 weeks at a total cost of £18,788,118 for the following sites: • Civic Centre, Uxbridge for the sum of £8,841,410 • Hillingdon Sports and Leisure Centre, Uxbridge for the sum of £4,882,817 • Highgrove Leisure Centre and Pool, Ruislip for the sum of £3,769,977 • Winston Churchill Hall & Theatre, Ruislip for the sum of £1,293,914 Reason for decision Following the successful application for the PSDF 3b bid to decarbonise four high energy carbon- producing corporate buildings, officers and Ameresco have progressed with the development of Investment Grade Proposals , which have confirmed that carbon savings can be archived on these four locations. Executive Decision Notice – 25 September 2023 Page 2 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk The Council has been awarded grant funding of £13,751,385 to support the London Borough of Hillingdon’s plans to implement decarbonisation measures of public sector buildings in 2023/24. Works, dependant on site, will include the installation of: • Air Source Heat Pumps • Double and secondary glazing • Cavity Wall Insulation • Loft insulation • Solar Photovoltaic cells for solar power • B uilding Management Systems updates Alternative options considered and rejected Officers considered tendering the works ; however, there would be insufficient time to deliver works in the required time scales and the loss of funding would make it uneconomical for the Council to bear the Works Capital costs entirely. It was therefore agreed with procurement to utilise a speci alist framework agreement “Procure Public” and negotiate scheduled prices to ensure value for money was achieved. If works cannot be delivered in time scales, the Council will be required to repay the grant funding to the Department for Energy Security and Net Zero (DESNZ). This decision was taken under special urgency procedures and deemed urgent by the Leader of the Council. Executive Decision Notice – 25 September 2023 Page 3 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk The reason for urgency is to ensure the Council can decarbonise four of its highest energy intensive corporate buildings before the short timescale for spending the Government grant runs out. Agreement that the matter was urgent and could not have been reasonably deferred, along with the waiver of the scrutiny call-in period, was also granted by the Chairman of the Property, Highways and Transport Select Commitee. THIS DECISION THEREFORE COMES INTO IMMEDIATE EFFECT.
