CAPITAL RELEASE NO 32 Reference No. 645 Date of decision Thursday 01 December 2022 Call-in expiry date SPECIAL URGENCY N/A – This decision comes into immediate effect Relevant Select Committee(s) Property, Highways and Transport Select Committee Relevant Ward(s) Various Decision made Cabinet Members making the decision The Leader of the Council , in conjunction with the Cabinet Member for Property, Highways & Transport and on behalf of the Cabinet Member for Finance APPROVED The Leader of the Council, in conjunction with the Cabinet Member for Property, Highways & Transport and on behalf of the Cabinet Member for Finance: 1) Approved the appointment of ARC Group Limited to undertake works associated with the delivery of the Social Housing Decarbonisation Fund Wave 1 “Fabric First” project for a contract sum £2,870,933; and, 2) Agreed to the capital release request of £2,870,933 of which is £1,098,313 of grant funding and £1,772,620 council resources co -funding from the Housing revenue Accounts 2022/23 Green Homes Initiatives Programme capital budget to support the delivery of Executive Decision Notice – 01 December 2022 Page 2 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk the Social Housing Decarbonisation Fund Wave 1 “Fabric First” project, improving insulation measures to 158 No properties. Reason for decision To ensure the successful delivery of the Social Housing Decarbonisation Fund Wave 1 “Fabric First” project, within the revised timescales. The Department for Business Energy and Industrial Strategy (BEIS) has awarded grant funding to the Council to support joint fund energy saving “building fabric” improvements council housing properties and works need to be undertaken within a set timescale. Works include cavital wall insulation, loft inslulation, double glazing, ventialation etc… to a large number of council housing properties. All those residents who receive these works will benefit from lower energy bills and lower fuel usage will benef it the environment. Alternative options considered and rejected Tendering the works was considered, however due to the delays associated with surveys and assessment of the required measures, there would have been insufficient time to deliver works in the required time scales. It was therefore agreed to utilise a specialist framework agreement and negotiat e scheduled prices to ensure value for money was achieved. If works were not undertaken or delivered in the agreed time scales, the Council would have been required to repay the grant funding to the Government. Classification Part 2 – Private: That this report be declared as exempt from publication as it involves the disclosure of information in accordance with Section 100(A) and paragraph 3 of Part 1 of Schedule 12 (A) to the Local Government Act 1972 (as amended), in that the report contains i nformation relating to the financial or business affairs of any particular person (including the authority holding that information) and that the public interest in withholding the information outweighs the public interest in disclosing it. This decision was taken under special urgency procedures and deemed urgent by the Leader of the Council. The reason for urgency was that waiting to consider the matter until the next Cabinet meeting would have resulted in a delay that would have increased the likelihood that some of the works would not have been undertaken in the period permitted by the grant funding, to the detriment of tenants. Agreement that the matter was urgent and could not have been reasonably deferred, along with the waiver of the scrutiny call-in period, was also granted by the Chairman of the Property, Highways & Transport Select Commitee. THIS DECISION THEREFORE COMES INTO IMMEDIATE EFFECT.
