CAPITAL RELEASE NO 1 Reference No. 801 Date of decision Monday 15 May 2023 Call-in expiry date SPECIAL URGENCY N/A – This decision comes into immediate effect Relevant Select Committee(s) Property, Highways and Transport Select Committee Relevant Ward(s) Various Decision made Cabinet Members making the decision That the Leader of the Council, in conjunction with the Cabinet Member for Finance and the Cabinet Member for Property, Highways & Transport APPROVED That the Leader of the Council, in conjunction with the Cabinet Member for Finance and the Cabinet Member for Property, Highways & Transport: 1) Approved the variation of the current contract with ARC Group Limited to undertake additional and essential works associated with the delivery of the Social Housing Decarbonisation Fund Wave 1 “Fabric First” contract for an additional contract sum of £1,101,476 2) Agreed to the capital release request of £1,266,698 from the Housing Revenue Account’s 2023/24 Green Homes Initiatives Programme capital budget to support the delivery of the Social Housing Decarbonisation Fund Wave 1 “Fabric First” project, improving insulation measures additional and essential works to 158 No properties. Executive Decision Notice – 15 May 2023 Page 2 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk Reason for decision This decision was to release funds and to vary the current contract with Arc Ltd for essential and additional works required to 158 council housing properties as part of the social housing decarbonisation fund Wave 1 “fabric first” property insulation project. Additional w orks include undercutting internal doors, opening cavities, insultating concrete surrounds, replacing or insulating porch roofs and replacement cladding. Alternative options considered and rejected Officers considered tendering the works; however, due to the delays associated with surveys and assessment of the required measures, there would be insufficient time to deliver works in the required time scales. It was therefore agreed to vary the current contract to complete the required works. This decision was taken under special urgency procedures and deemed urgent by the Leader of the Council. The reason for urgency wa s to deliver the scope of additional energy savings works to Council housing properties by the deadline for the use of the Government grant. Agreement that the matter was urgent and could not have been reasonably deferred, along with the waiver of the scrutiny call-in period, was also granted by the Chairman of the Property, Highways and Transport Select Commitee. THIS DECISION THEREFORE COMES INTO IMMEDIATE EFFECT.
