Financial Cost There are no financial implications associated with the recommendations to this report. Considers the objections received from the statutory consultation for the proposed ‘At Any Time’ waiting restrictions on Sedley Grove, Harefield; 2. Does not approve the introduction of the proposed ‘At Any Time’ waiting restrictions on Sedley Grove, Harefield as shown on Appendix B; Reasons for recommendation Cabinet Member Report – 14 November 2023 Page 2 Part 1 Public These reflect the views of the objectors and local Ward Councillors Alternative options considered / risk management The Council could decide to proceed with the installation of the ’At Any Time’ waiting restrictions as advertised. Democratic compliance / previous authority None at this stage. Select Committee comments None at this stage. SUPPORTING INFORMATION 1. Sedley Grove is a residential road within Ickenham and South Harefield Ward. The road is a no through road with various arms off it. Sedley Grove leads into Broadwater Lane which then leads onto Harvil Road, a main route from Harefield to Uxbridge and Ickenham. Footway parking has been allowed in Sedley Grove since 1997. A plan of the area is shown on Appendix A to this report. 2. The Council received a request from a local resident asking for measures to deter vehicles from parking on the footway and improve access into the first arm of Sedley Grove, this arm is adjacent to 20 properties . Consequently, a detailed site investigation was undertaken by council officers. 3. Officers observed that vehicles are parking on the footway on the corner of the first arm. These vehicles could restrict pedestrians from using the pavement and force them to walk in the road. These vehicles also restricted access in and out of this arm of the road. 4. As a result of the site observations , a proposal was developed to install double yellow lines on both sides of the corner and access road . This will still maintain park ing in the rest of the road but improve access and pedestrian safety The proposed waiting restrictions are shown on the plan attached as Appendix B to this report. 5. The Cabinet Member agreed to take the proposal through the statutory 21 -day consultation process, which involved the placing of advertisements in the local press and the display of public notices on site. During this period the Council received one objection to the proposal. 6. The objector stated " I strongly object to the proposed ‘At Any Time’ waiting restrictions on Sedley Grove, Harefield for the following reasons: a. T here are already insufficient parking spaces in Sedley Grove, by imposing the restriction you further exacerbate the problem, and will result in near -by roads becoming congested by Sedley Grove residents parking who need to find an alternative location to park their cars. Imposing these restrictions is setting a precedent, the surrounding local area does not have these types of restrictions imposed, Sedley Grove is a quiet cul -de-sac, people parking on the road are residents living in Sedley Grove, with little or no through traffic. c. Residents are typically allocated one parking space, this is not sufficient bearing in mind that you require a car to live in Harefield due to the poor public transport services. d. In terms of the allocated parking areas, these areas are inadequately maintained, and the area is unlit, from a safety aspect, as a woman I do not feel safe entering/leaving these car parking areas in the dark. e. Car parking area is overgrown with overhanging trees/shrubs which result in plant matter and animal faeces accumulating on parked cars, hence causing damage to cars parked beneath them. f. Having to park further away on a street near by is not only inconvenient, but again poses a safety risk when having to walk a distance from your car to the house in the dark. As a female this is something I would be extremely concerned about. The source of the issue needs to be transparently communicated to residents of Sedley Grove, in addition Hillingdon Council should perform a survey so parking requirements can be fairly assessed, and the impact of imposing parking restrictions can be taken in to account. I would also request that Hillingdon Council assess the condition of the communal parking areas to see if this could improve the parking situation before imposing parking restrictions.” 7. The parking areas are private and not under the control of the Council . These need to be maintained by the landowner. If the residents of Sedley Grove want changes to the parking arrangements within the rest of the road, then the best way would be to petition the Council. 8. The local Ward Councillors have been consulted and one has responded and has stated that they no longer support the proposals for waiting restrictions. 9. After careful consideration of comments received from the statutory consultation and the views of the local Ward Councillors , it is recommended that the Cabinet Member agrees not to proceed with the propos ed ‘At Any Time’ waiting restrictions on Sedley Grove in Appendix B to this report but to keep the area under review. Financial Implications There are no costs associated with the recommendations to this report. RESIDENT BENEFIT & CONSULTATION The benefit or impact upon Hillingdon residents, service users and communities? There will be no changes to the parking arrangements in Sedley Grove. Consultation carried out or required Cabinet Member Report – 14 November 2023 Page 4 Part 1 Public Consultation has been carried out on this proposal through a notice on site and in the local press. Local Ward Councillors have also been consulted. CORPORATE CONSIDERATIONS Corporate Finance Corporate Finance has reviewed the recommendations to this report and concurs with the financial implications as set out above. Legal The Borough Solicitor confirms that there are no legal impediments to the Cabinet Member agreeing the recommendations set out in the report which are in accordance with the outcome of the statutory consultation. Infrastructure / Asset Management There are no property implications resulting from the recommendations set out in this report. Comments from other relevant service areas None at this stage.
