Considers the objections received during the statutory consultation for the proposed installation ‘at any time’ waiting restrictions on Glisson Road, Hillingdon at the junctions with of Weald Road, Gresham Road and Harvey Road as shown on Appendix A of this report. Approves the installation of the proposed ‘at any time’ waiting restrictions in on Glisson Road, Hillingdon at the junctions with Weald Road, Gresham Road and Harvey Road as proposed and shown on Appendix A. Reasons for recommendation The recommendation reflects the views of residents who have responded to the Council's formal consultation and the local Ward Councillors. Alternative options considered / risk management The Council could have decided not to proceed with the installation of the ’at any time’ waiting restrictions as advertised or amended the proposals. This option has been discounted because of the views expressed by the local Ward Councillors and the residents who indicated support for the proposals during consultation. Select Committee comments None at this stage. SUPPORTING INFORMATION 1. The Council received a road safety suggestion from a resident requesting the possibility of installing double yellow lines near the various junctions along Glisson Road, Hillingdon to help prevent obstructive parking and help improve road safety. Due to vehicles parking too close to the junctions along this road, the resident felt that double yellow lines here would help improve forward visibility and prevent this kind of inconsiderate parking from taking place. 2. Following investigation into the request , officers developed some possible proposals for double yellow lines at the junctions of Glisson Road with Weald Road, Gresham Road and Harvey Road. Attached as Appendix A are plans of the proposed restrictions at these three junctions which are only a short distance apart. 3. Officers also looked at the junction with Glisson Road and Misbourne Road but as the mouth of the road junction is nearly 40 metres wide, it was felt that double yellow lines here would not provide any benefit and so it was recommended the current arrangements here should be left as existing. 4. The proposals were agreed in principle with the Cabinet Member to be progressed to formal consultation. As a result, statutory consultation for the proposed double yellow lines as shown on plans labelled as Appendix A was undertaken between 13 September and 4 October 2023. During the consultation the Council received a total of six responses to the formal consultation. Of these three residents were broadly opposed to the changes and Cabinet Member Report – 10 November 2023 Page 3 Part 1 Public three were supportive of them. Attached as Appendix B is a detailed summary of the responses received during the consultation. 5. The main concern of the three residents objecting to the proposed restrictions was that they would reduce the amount of useable kerbside parking. They felt that parking should continue to be allowed along these parts of the road and that because of their profession they needed to be also close to their works vehicles . It was also suggested that because of the road width, parking should be allowed at these junctions as they didn’t feel parking posed a road safety hazard. Although one of the objectors stated that they were disabled, the fact remains that anyone in possession of a Blue Badge is able to park on some waiting restrictions; the over-arching issue here is considered to be road safety. 6. The residents who have indicated they would support the proposals mention that the obstruction caused by vehicles parking on th ese corners significantly reduces forward visibility. Residents have also noted that high sided commercial vehicles are also regularly parking on these junctions which further compromises forward visibility. 7. In response, the proposed double yellow lines are intended to prevent parking on or very close to junctions. Whilst the width of some roads junctions such as the one between Misbourne Road and Glisson Road can easily accommodate parking without causing disruption, the junctions where the Council has proposed these restrictions are significantly narrower. These restrictions are intended to help improve sightlines for both motorists and crossing pedestrians. The Council has also tried proposing the minimal le ngths of restrictions to maintain as much parking as possible. 8. Officers have shared the comments received during the consultation and the above findings with the local Ward Councillors for this area. As there was a balanced response to the consultation, office rs sought their advice on how they feel the Council should best proceed in this instance. The Councillors have indicated that they continue to support the installation of the waiting restrictions as proposed to address the concerns which have been raised by residents and which they have fully endorsed throughout. 9. Therefore, after careful consideration of comments received from the statutory consultation and after seeking the views of the local Ward Councillors; it is recommended that the Cabinet Member agrees to proceed with the instal lation of the ‘at any time’ waiting restrictions as proposed in Glisson Road at the junctions with Weald Road, Gresham Road and Harvey Road and shown on the plans attached as Appendix A to this report. Financial Implications The cost associated with the recommendations in this report, including advertising and road signs/line marking, is estimated at £2,000, to be managed within existing revenue budgets for the Transportation Service. RESIDENT BENEFIT & CONSULTATION Cabinet Member Report – 10 November 2023 Page 4 Part 1 Public The benefit or impact upon Hillingdon residents, service users and communities? The effect of introducing the proposed waiting restrictions in Glisson Road, Hillingdon at the junctions with Weald Road, Gresham Road and Harvey Road will ensure access and safety are maintained whilst retaining parking on one side of the road for residents. Consultation carried out or required Statutory consultation was carried out between 13 September and 4 October 2023 by the insertion of public notices in the local newspaper and displayed on site. No further consultation is required. CORPORATE CONSIDERATIONS Corporate Finance Corporate Finance has reviewed the recommendations to this report and concurs with the financial implications as set out above. Legal The Council’s power to make orders introducing waiting restrictions such as that proposed in Glisson Road, Hillingdon at the junctions with Weald Road, Gresham Road and Harvey Road is set out in Part I of the Road Traffic Regulation Act (1984). The consultation and order making statutory procedures to be followed in this matter are set out in The Local Authorities’ Traffic Orders (Procedures) (England and Wales) Regulations (1996) (SI 1996/2489). If the decision is taken to make the proposed order, Part V of the Road Traffic Regulation Act (1984) and the Traffic Signs Regulations and General Directions (2016) set out the signage requirements, must be observed. In considering consultation responses, Section 122 of the Road Traffic Regulation Act (1984) means that the Council must balance the concerns of the objectors with the statutory duty to secure the expeditious, convenient, and safe movement of vehicular and other traffic. I wish to voice my support for the proposal. The obstruction caused as a result of vehicles parked in the areas highlighted in your proposals continue to be a big safety risk. There is not only a physical obstruction but a serious visual one and we have routinely encountered several occasions where cars driving at excessive speed turn the corner. This is particularly dangerous considering there are several children in the area who are playing in these areas regularly. Comments I am emailing you with regards to the road changes/enhancements that have been posted on a sign next to house. Looking at the plans and checking on Hillingdon web portal for this ‐ I can see that you are looking at putting double yellow lines opposite to my house, and also further up the road on the T junctions. I'm writing to disagree to this proposal, due to a number of issues. This area isn't a through road, and is generally used by residents who live along this road and ones that fork of this. I don't see the benefits of putting yellow lines. I assume you are concerned about either speeding or restricted views ‐ however you don't seem to have taken into consideration that, these are quite wide side road and generally easy to pass cars. Most cars that aren't parked in drives are part on road and path ‐ this doesn't impede the path for walking. Putting these double yellow lines in, will reduce parking ‐ just on the corner for us, will lose 3 spaces for which will be either shifted up further. I feel this is an attempted first step to bring in residents parking and at a cost. perhaps its best to save the cost and use it on something more beneficial for Hillingdon, such improving buses for the elderly, libraries or some of the services we seem to be losing in these cost cutting times Approximate Address Comments Weald Road Weald Road Thank you for your letter (ref no. above ) regarding proposed double yellow lines at the junction of Weald Road and Glisson Road. I have lived in Weald Road for over 43 years and this corner outside my property has been an ongoing problem since then. Even 30 years ago my ex husband was parked there safely and a lady driver zoomed around the blind bend and smashed into his vehicle. I am definately in favour of double yellow lines. I have reported extremely large lorries and vans , builders pick up trucks , cars of all shapes and sizes as they always park over my private double driveway as they are oversized. Vehicles park here and disappear leaving me and my family with restricted access onto my driveway. I I have my driveway registered with the council/ parking enforcement dept and have to constantly report offenders. The people who park on the bend are constantly damaging the pavement, kerbs and the public drain which have had to be repairedconstantly costing the council . They have hit the very large BT pole which is situated right on the corner and BT have had to come out and check it. They park with the back or front end sticking out in the road which has caused many near misses as it is a blind bend and people do not slow down coming from Glisson Road. There is also constant danger to wheelchair and buggy users as they have to walk in the road on the bend as cars/vans are parked on the pavement on BOTH sides of the road.In the winter this bend is extremely icy as never in 43 years has this been gritted. The constant daily parking issue is a great source of stress and danger to me and my neighbours over the years. The people who will object are the ones who are CAUSING this problem and they have too many vehicles/ bringing home their work vans / dont even live in Weald Road. I would urge you to pass this proposal and finally put an end to daily / 24hours a day obstructive parking on the junction / bend at WEALD RD & GLISSON ROAD. I have seen a recent sign stating that there will be double yellow lines across the street so vehicles cannot park, and this effect me as my job requires me to be on urgent call so if a fault happens in the night I can go and respond quickly but this will be made harder now as there will be even more limited amount of space on the street because of this new proposed plan, as I cannot fit the Van from work on the drive as there is already two cars on it and the drive is not big enough to fit the van on it. So I would like to know how I’m meant to work like this when having to park half way down the street or somewhere else completely this will delay me by 10 minutes at least. Approximate Address Comments Weald Road Harvey Road I am writing to complain about the yellow lines on the opposite side of the road. I am disabled, I need family members or friends to come and help me but they can't if there is nowhere to park. Spaces will come limited and friction will breakout along the neighbours My daughter won't come to see because she doesn't want her car to be vandalise or key. It's happened with me several times I know who it was and the police were informed. I point out many saying its double yellows of ambulance or fire service getting to the scene That is rubbished. There is many lorries drivers find that funny . If the cars park properly on outside 2 Glisson and 52 Weald Rd there wouldn't be a issue. A nearby resident parks with their rear end out which caused a dangerous situation. A nearby resident parked a large white van on the bend causing so much dangerous situation. Another issue if you put double yellow lines its turns the road into a racetrack on the bend. Eventually there will be massive accident or fatalities ,where children are out or elderly people walk. I WOULD HOLD THE COUNCIL RESPONSIBLE FOR DUTY AND CARE. As I am disabled I cannot walked fast or move ,I was declined a disabled bay as well. Another issue my son frequently requires for his job to bring a large van home. If you do this where is he going to park, with expensive equipment or its endangering his career. Think of all the other neighbours with vans for work there livelihoods are in danger. You are intending do this in the area but NOT Misbourne road very strange. There is one place you should be marking is the slip road between Long Lane and Weald, Gresham, Charnwood Ashdown roads should be double yellow they parked on both sides of the roads no emergency services CANNOT GET THRU the residents are rude and think they own the road There are houses with 4 or more cars some not considered for others, one had up to 5 cars and they didn't use their drive. I received a letter from Hillingdon Council about the proposed double yellow line on Harvey Road, Gresham Road and Weald Road Hillingdon. I agree this proposal to go ahead.
