Notes the results of the informal consultation on a proposed increase of operating times to the Parking Management Scheme in Nield Road and St Anselms Road, Hayes. Notes the petition received from residents of Nield Road and St Anselms Road, Hayes opposing an extension to the current operating times. 3. Defers any further consultation on changing the operating times of the scheme at the present time. Reasons for recommendation The recommendation reflects the views of the majority of residents who responded to the Council's consultation and the views of local Ward Councillors. Alternative options considered / risk management The Council could have decided to proceed with the formal consultation on changing the operating times of the existing scheme. Select Committee comments None at this stage. SUPPORTING INFORMATION 1. The Cabinet Member will recall that the Council received an epetition from some residents of Nield Road requesting that the operating times of the parking management scheme in their road be extended to 8am -9pm everyday . The petition included the following statement: We the undersigned petition Hillingdon Council to increase the operating times of the current Residents Permit Parking scheme in Nield Road to 8am - 9pm Monday to Sunday. Justification: Nield Road is very close to Hayes Town. It also has three religious buildings of congregation within a very close proximity. These are Botwell Church, a large mosque and a large Sikh temple. Whilst the current Residents ’ Parking restrictions run from 9- 5, Monday to Saturday, this becomes obsolete when the religious buildings hold congregations outside of these hours. Example 1 - During Ramadan, congregations are held from 7pm to 10pm everyday of the week . Example 2 - During Sikh Vasakhi, congregations are held every weekend from 7am to 8pm . Example 3 - During Church mass, congregations are held all through the day on Sunday. Whilst fully appreciating all faiths, the congregations bring with it very inconsiderate and in many cases, illegal parking. The consequences of the inconsiderate parking are blocking of driveways and extreme congestion especially as this road is a one-way cul-de-sac street'. Cabinet Member Report - 08 December 2023 Page 4 Part 1 Public 2. Nield Road and St Anselms Road are residential roads close to Hayes Town Centre. The Resident Parking Scheme in these roads was installed in 2004 and is of the continuous bay type rather than with yellow lines across dropped kerbs. 3. The petition was discussed with local ward councillors who agreed that both Nield Road and St Anselms Road should be considered together, and an informal consultation should be undertaken. 4. An informal consultation was prepared, and a letter and questionnaire sent to every property within the area of the possible extended times of the parking scheme. A reply - paid return envelope was also provided, and residents were given three weeks to respond. 5. The result of the informal consultation was balanced with 30 households indicating support of the change to the operating times and 31 households against, this response rate represents about 32% of the households in the street who replied to the informal consultation. 6. However, during the consultation period the Council also received a petition against the proposed changes. This petition was signed by residents spread throughout the two roads and was signed by 95 households, representing 51% of all householders in the two roads. 7. These results were shared with local ward councillors who agreed that there was not sufficient local support for any possible changes and felt that there was no mandate for the Council to proceed. 8. Based on the results of the informal consultation and the recent petition, it is recommended that these proposals do not proceed to formal consultation and is instead deferred at the present time. Financial Implications There are no finance implications associated with the recommendations in this report. RESIDENT BENEFIT & CONSULTATION The benefit or impact upon Hillingdon residents, service users and communities? The Council has listened to the views expressed in the petition and consulted wi th all affected residents to ascertain their views. Consultation carried out or required An informal consultation was carried out. CORPORATE CONSIDERATIONS Cabinet Member Report - 08 December 2023 Page 5 Part 1 Public Corporate Finance Corporate Finance has reviewed the report and concurs with the financial implications set out above. Legal Legal services confirm that there are no legal impediments to agreeing the recommendations set out in this report, which are in accordance with the outcome of the statutory consultation.
