Decision Approved
That the Cabinet Member for Property, Highways and
Transport and Cabinet Member for Finance:
1) Accepted the tender from DSSL Group Ltd for Phase
4 Door Entry & Access Control with Housing
Properties at the value of £308,651.66; and
2) Agreed to the capital release requests of £355k from
the Housing Revenue Account Works to Stock
Programme capital budget for Phase 4 Door Entry &
Access control Replacement Programme within
Housing Stock.
Reason for decision The Council currently maintains 469 communal “electronic”
Door Entry systems within its Residential Housing stock. The
vast majority are in excess of 20 years old and are at the end of
their proposed life.
Using the information that was originally held on an existing
standalone database, a priority list of 101 No. sites was
identified, of which 73 No. were completed within Phased
programme and a further 36 No. sites were upgraded by the
term contractor following system failures resulting in urgent
works to reinstate Door Access Control.

Whilst completing initial replacements it was identified that the
information held on Database was incomplete and out of date.
Officers have, therefore, surveyed the remaining sites to obtain
an accurate priority list for the remaining sites to be upgraded
which are located across the Borough.
This report seeks contract approval to install/ replace the
existing Door Entry/ Access Control systems to a further 54 low
and medium rise blocks as set out in the Appendix.
Whilst completing the Door Entry upgrades, officers will
enhance the use of the KMS fob management system, by
converting the existing key operated ASSA Locks to Fob Entry,
removing the need for the use of suited barrels within blocks and
to provide additional security via Maglocks
instead of Strike
Latch locking mechanisms.

The Council could decide not to complete these planned works;
however this would result in urgent works and the C ouncil not
being able to recover money due to Section 20 consultations.
