Notice is hereby given that the following decision(s) have been made today by
Cabinet Members at the London Borough of Hillingdon:

Decision Approved
That the Leader of the Council, in consultation with the
Cabinet Member s for Health & Social Care and Children,
Families & Education:
1. Approved the variation to the current Leisure Operating
Contract provided by Greenwich Leisure Limited (GLL)
to provide a pilot service for the provision of a Child
Healthy Weight Management Service for children and
young people aged 5 – 17 years.
2. Invested £500,000 from the PH Grant Reserve (£240,000
per year with an additional £20,000 set up costs to fund
a pre-contract mobilisation plan) for this service and the
evaluation of its outcomes.
Reason for decision Since 1 April 2013 local authorities have been responsible for
improving and protecting the health of their local population in
partnership with NHS and VCS organisations, including the
funding of public health services through needs-led investment
of the annual public health grant . This includes investment in
services such as universal and early intervention child weight
management services that tackle childhood obesity and address
the associated inequalities.

The confidential report sought approval from Cabinet Members
to vary the current contract with GLL for 2 years, awarding GLL
£500,000 for the provision of an evidence-based Child Healthy
Weight Programme. By using the resources that are currently
commissioned by GLL there is an opportunity to maximise
existing resources and infrastructure to support service
provision.
The two-year service delivery impact and outcomes will be
monitored and evaluated and will subsequently inform future
commissioning, providing a baseline that ensures the Council of
quality service provision and optimising the value for money of
this investment.

The Council could have chosen not to proceed with the pilot .
This would pose a high risk to population health. Children who
are overweight and obes e are at significantly increased risk of
being overweight and obese adults, and at an earlier age risk
developing long term health conditions associated with obesity,
that not only impact the individual's health and wellbeing and
their economic productivity, but obesity also places a significant,
and avoidable demand on health and care services. Tackling
unhealthy weight at the earliest opportunity , in childhood, is an
important public health early intervention, and is a B orough
priority set out in the Health and Wellbeing Strategy, the
Corporate Plan and the HHCP priorities.
There are high rates of obesity amongst children, with rates in
some areas of the Borough, evidenced by the annual National
Child Weight Measurement Programme Childhood (NCMP) not
improving. Not providing an effective
service to address
childhood obesity when identified through the mandated NCMP
programme could result in missed opportunities to mitigate this
health risk that could be life- long and could affect their
education. Taking action to reduce child obesity also contributes
to wider health improvement, for example, reduced dental
decay, improved mental health, and self-esteem.
