Notice is hereby given that the following decision(s) have been made today by
Cabinet Members at the London Borough of Hillingdon:
Title of decision APPOINTMENT OF ARCHITECTURAL SERVICES FOR THE
DESIGN AND BUILD OF THE HILLINGDON WATER SPORTS
FACILITY AND ACTIVITIES CENTRE (HWSFAC)

Decision Approved
That the Leader of the Council, in consultation with the
Cabinet Member for Corporate Services & Property:
1. Approved the direct award of a Multi -Disciplinary
Professional Services Design Contract to RIBA
Work Stages 1-4 to Haverstock Associates LLP via
the LBH Consultancy Framework for the building
and relocation of the Hillingdon Outdoor Activity
Centre from Harefield to Broadwater Lake in
Harefield at a cost of £271k; and
2. Approved the direct award of a Planning
Consultancy and Project Management of the
application, contract to Quod Limited at a cost of
£133k;
Reason for decision Recommendation 1 is required to manage the building project
to the development design stage RIBA 4. It is also for the
design services through to procurement and construction for
the HWSFAC at Broadwater Lake. The design and
management services are as set out in the RIBA Work Stages
1-6 inclusive.
Recommendation 2 is for the contract to Quod Ltd as they have
been providing planning, project management and
environmental planning services on the project for

approximately two years and there is a requirement for
continuation of their services up to planning. Mace is no longer
appointed on the project and Quod have taken over the project
management role for planning stage as well as continuing to
act as lead planning advisors on the project.
There are sufficient funds in the existing release budget to
appoint the above Consultants and for further surveys to be
undertaken by Harper Environmental, Greenage and others as
necessary.
Alternative options
considered and
rejected
An alternative option was considered at Denham Quarry, but
an agreement could not be reached with Buckinghamshire
County Council, due to the filling of part of the site, this option
is no longer available. An option adjoining Uxbridge Golf Club
was researched and considered to be unfeasible.
The option of not appointing a Multi -Disciplinary Consultancy
team could be considered.
However, this would mean that the project would not possess
the suitable expertise required to take its development further.
A single Lead Consultancy team providing all services has
proved to be expensive, attracting a premium, and difficult to
manage effectively. It would be more economically
advantageous, quicker and simpler having two separate
consultants, expertly delivering to different technical needs and
expectations for the separated Building and Civil Engineering
contract parts.
