1. The Cabinet Member for Corporate Services &
Property agreed with the rent negotiated by officers
as detailed in this report and instruct Property and
Estates to complete the appropriate new letting.
Reason for decision The property was marketed and offers received from several
potential tenants. Tenant suitability checks have been
conducted. The rental agreement is particularly positive in the
current challenging property climate and the long- term
underutilised nature of the property. Officers are confident that
this is the maximum achievable rent, and it is very beneficial to
fill one of the very few void properties in the council’s
commercial portfolio.
Alternative options
considered and
rejected
Considered alternatives involve extending the marketing
period to entertain additional offers. However, this is
counteracted by the concluded 6- week marketing phase,
yielding offers between £2,000 and £25 ,000 per annum. To
determine the most suitable candidate, a comprehensive
approach with a weighted assessment system was employed,
with results collaboratively discussed with fellow council
officers. Another option is leaving the property vacant, but this
would render it an unproductive asset, heightening the risk of

fly tipping, antisocial behaviour and horse fly grazing which is
common in this property.
