Transformation, in consultation with the
Cabinet Member for Community & Environment
agreed to the capital release request of £ 184k
from the CCTV Capital programme budget to
purchase the Corporate CCTV Re placement
and the upgrade the CCTV Video Wall in the
Control Room, as set out in Appendix A..
Reason for decision The primary objective of the Crime and Disorder Act 1998
was to give more responsibility to Local Authorities with
regards to implementing strategies to help with the reduction
of crime and public disorder within the local community.
As part of the Council’s ongoing investment into public
safety and digital resilience, the annual CCTV refresh
programme continues to play a critical role in maintaining a
high performing surveillance infrastructure. Each year, a
percentage of the CCTV estate is upgraded to ensure that
systems remain current, robust, and compliant with evolving
cybersecurity requirements and manufacturer support
cycles. The strategic decision to replace equipment nearing
end-of-life aligns with industry best practices, redu ces

system downtime, and helps futureproof the Borough’s
surveillance capability.
This phased refresh programme is an opportunity to
modernise the technology, increase camera coverage,
reduce operational blind spots, and incorporate smarter
functionality through next-generation multi-sensor and dual-
lens PTZ technologies across LBH Town Centres and in
LBH Corporate Buildings.
The current CCTV Video Wall PCs were installed in the
CCTV Control Room in 2018. The existing hardware is no
longer capable of supporting the latest version of Windows.
Upgrading the Genetec Video Wall is crucial as it provides
enhanced security protocols, improved encryption methods
and advanced threat detection capabilities, reducing
vulnerabilities to cyber threats. Additionally, the system will
provide improved performance, ensuring that the CCTV
operators have access to the latest features for real -time
monitoring, incident management and automated
responses.
Hillingdon is among the top 10 safest boroughs in London.
The overall crime rate in Hillingdon in 2023 was 91 crimes
per 1,000 people. This compares better to London’s overall
crime rate, coming in 13% lower than the London rate of 105
per 1,000 daytime population. For England, Wales and
Northern Ireland as a whole, Hillingdon is among the top 20
safest areas.
