Notice is hereby given that the following decision(s) have been made today by
Cabinet Members at the London Borough of Hillingdon:

Decision Agreed
That the Leader of the Council, in consultation with the
Cabinet Member for Planning, Housing & Property,
approved the extension of the existing contract with
Huws Gray Ltd for the provision of a managed service
for the supply and distribution of materials supporting
the in-house repairs team, for a period of two years from
01 October 2026 to 30 September 2028, at an estimated
value of £1.2m per annum (£2.4m total over the
extension period).
Reason for decision The proposed extension is supported by Huws Gray’s
demonstrated strong performance under the existing
contract, alongside a series of service enhancements and
cost-saving initiatives designed to deliver additional value
over the extension period.
Alternative options
considered and rejected
Option A – Full Re-procurement
A full re -procurement would introduce a risk of service
disruption during mobilisation and transition, potentially
impacting operational performance and first-time fix rates.
Option B – Move to multiple provision through multiple
suppliers
Moving away from a managed service model would result in
fragmented supply arrangements, loss of consolidated
invoicing, reduced control over costs, and increased
administrative burden.

Do nothing
Allowing the contract to expire without utilising the extension
would result in a breakdown in materials supply, significantly
impacting the Council’s ability to deliver responsive repairs
and meet statutory obligations. This would lead to delays,
reduced resident satisfaction, and operational inefficiencies.
Cease activity
Ceasing the provision of a managed materials supply
service is not a viable option as it would prevent the Council
from delivering its in-house repairs function effectively.
