Accepted the tender from Caretech UK Ltd for the provision of The Service, Maintenance & Repair of Vertical Home Lifts, Stairlifts & Hoists for housing properties for a period of 3 years from 1 June 2021 to 30 June 2024 and at the value of £39k per annum: and 2. Agreed that this includes the provision to extend the contract for a 2-year period (5 years in total), subject to the extension being agreed under delegated authority. Reason for decision The Service, Maintenance & Repair of Vertical Home Lifts, Stairlifts & Hoists for housing properties are currently being covered on an interim basis by the Passenger Lift Maintenance Term Contractor. The Council does not possess the necessary capabilities in house to provide such services and has traditionally outsourced these to a specialist contractor. Vertical Home Lifts, Stairlifts & Hoists , are subject to periodic, thorough examination and inspection, as required by LOLER (Lifting Operations and Lifting Equipment Regs) and PUWER. Regulation 9 of the Lifting Operations and Executive Decision Notice – 4 June 2021 Page 2 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk Lifting Equipment Regulations 1998 (LOLER) requires that all lifts provided for use are thoroughly examined by a competent person at regular intervals. This applies to lifts and hoists used to lift people or loads. As a lift owner or someone responsible for the safe operation of lifts used, such as a facilities manager or supervisor, the Council is a 'duty holder' under LOLER. This means that we have a legal responsibility to ensure that the lift is thoroughly examin ed and that it is safe to use. Alternative options considered and rejected The Council could decide not to complete regular inspections of its current lift assets. However, it would be in breach of its requirements under LOLER Regulation 9.
