Executive Decision Notice – 20 July 2021 Page 1 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk OFFICIAL EXECUTIVE DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES Notice is hereby given that the following decision(s) have been made today by Cabinet Members at the London Borough of Hillingdon: Title of decision APPOINTMENT OF CONTRACTOR WITH CAPITAL RELEASE: INSTALLING MODULAR UNIT S, MAIN SCHOOL BUILDING ADAPTION WORKS AND OTHER ASSOCIATED WORKS AT HEDGEWOOD SCHOOL Reference No. CMD 230 Date of decision 20 July 2021 Call-in expiry date N/A – this decision comes into immediate effect under special urgency provisions Relevant Select Committee(s) Corporate, Finance and Property Select Committee Relevant Ward(s) Charville Decision made Cabinet Members making the decision Councillor Ian Edwards - Leader of the Council Councillor Martin Goddard - Cabinet Member for Finance Councillor Jonathan Bianco – Cabinet Member for Property and Infrastructure DECISION APPROVED That the Leader of the Council, the Cabinet Member for Finance and the Cabinet Member for Property and Infrastructure: 1) approved the appointment of Modulek Ltd at a cost of £1,992,047 to install modular classroom units and the associated works at Hedgewood School; 2) approved the appointment of TES-N Projects Ltd at a cost of £231,963 for the adaption works to form 3 new personal care spaces at Hedgewood School; and 3) agreed to the capital release request of £2,504k from the Schools SRP Programme budget for the works outlined in this report. Executive Decision Notice – 20 July 2021 Page 2 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk Reason for decision This decision will provide much needed additional school places for pupils with additional needs and essential to increase the places available from Autumn 2021 and upgrade facilities to meet increasingly complex needs at Hedgewood School. Alternative options considered and rejected This is considered to be an urgent need for SEND school places and not progressing with this scheme would require the Council to find alternative places for the pupils outside the Borough, this would be a poorer outcome for the pupils and their families and would be an increased financial cost to Council. Classification Report exempt from publication: That this report be declared as exempt from publication as it involves the disclosure of information in accordance with Section 100(A) and paragraph 3 of Part 1 of Schedule 12 (A) to the Local Government Act 1972 (as amended), in that the report contains information relating to the financial or business affairs of any particular person (including the authority holding that information) and that the p ublic interest in withholding the information outweighs the public interest in disclosing it. This decision was taken under urgency procedures by Cabinet Members and agreement to waive the scrutiny call-in period on this decision was also granted by the Chairman of the relevant Select Committee. The reason for urgency was t o have works take place over the school holidays to increase the places available at Hedgewood School from Autumn 2021 and upgrade facilities to meet increasingly complex needs. THIS DECISION THEREFORE COMES INTO IMMEDIATE EFFECT.
