Executive Decision Notice – 29 September 2021 Page 1 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk OFFICIAL EXECUTIVE DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES Notice is hereby given that the following decision(s) have been made today by Cabinet Members at the London Borough of Hillingdon: Title of decision Chrysalis Programme 2021/22 Tender Acceptance and Capital Release Report (Release 3) Reference No. 270 Date of decision Wednesday, 29 September 2021 Call-in expiry date 5pm, on 6 October 2021 Relevant Select Committee(s) Environment, Housing and Regeneration Select Committee Relevant Ward(s) Cavendish & Yeading Decision made Cabinet Members making the decision Councillor Martin Goddard - Cabinet Member for Finance Councillor Eddie Lavery - Cabinet Member for Environment, Housing & Regeneration DECISION APPROVED That the: 1. Cabinet Member for Environment, Housing & Regeneration approves the allocati on from the Chrysalis 2021/22 programm e for the proj ects as set out in the report; 2. Cabinet Member for Environment, Housing & Regeneration and Cabinet Member for Financ e accept the tender fro m Focus DGI Ltd t/a Focus Washrooms for refurbishment works at Eastcote and Yeading Community Centres to the London Borough of Hillingdon for completion by 31 March 20 22 and at the value of £176,629 and; 3. Cabinet Member for Environment, Housing & Regeneration and Cabinet Member for Finance agree to the capital release request of £ 185,460, including contingency, to fu nd the refurbishment works at Eastcote and Yeading Community Centres as detailed Executive Decision Notice – 29 September 2021 Page 2 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk within the body of t he report, as part of the Asset Enhancement Programme for 2021/22. Reason for decision Eastcote Community Centre consists of two halls; Oak Hall was built in the 1980s, and Cedar Hall in the 1970s. Neither of the halls have benefitted from any major improvements . Similarly, Yeading Community Centr e was opened in July 1995. For the past few years, the toilets have not been working properly and require modernisation The recommendatio ns will enable works to commence on creating new toilet facilities including disabled access with additional refurbishment of two kitchen s within Eastcote Community Centre and creating a new meeting room at Yeading Community Centre, based on recently tendered costs. This will create more energy efficient community resources at both locations benefitting all users of the community facilities. Alternative options considered and rejected The Cabinet Membe rs could decide not to accept the recommendation and either one, or n either of the recommended Community Centr e refurbishment projects would not realise t he improvements which have been requested by residents and Ward Councillors. If the release of capital funds is not approved, the Chrysalis 2021/22 programme cannot be effectively and efficiently progressed as planned. Officers can implement Cabinet Member decision in this notice only from the expiry of the scrutiny call-in period which is: 5pm, Wednesday 6 October 2021 However, this is subject to the decision not being called in by Councillors on the relevant Select Committee. Upon receipt of a valid call-in request, Democratic Services will immediately advise the relevant officer(s) and the decision must then be put on hold. Councillor scrutiny call- in of this decision Councillors on the relevant Select Committee shown in this notice may request to call-in this decision. The request must be before the expiry of the scrutiny call-in period above. Councillors should use the Scrutiny Call-in App (link below) on their devices to initiate any call-in request.
