You should take a decision on or after Wednesday 27 October 2021 in order to meet Constitutional requirements about publication of decisions that are to be made. Financial Cost The cost associated with the recommendations to this report is estimated at £440 and will be met from within existing revenue budgets for the Transportation Service. Relevant Select Committee Public Safety and Transport Select Committee Relevant Ward(s) Uxbridge South RECOMMENDATIONS That the Cabinet Member for Public Safety and Transport: 1. considers the objection received from the statutory consultation for the proposed ‘At Any Time’ waiting restrictions on Cobden Close, Uxbridge; and 2. approves the proposal for the introduction of ‘At Any Time’ waiting restrictions on Cobden Close. Cabinet Member Report – 19 October 2021 Page 2 Part 1 – Public Reasons for recommendation To improve access on Cobden Close yet still maintaining parking for residents. Alternative options considered / risk management The Cabinet Member could decide not to proceed with the installation of the ’At Any Time’ waiting restrictions as advertised. Select Committee comments None at this stage. SUPPORTING INFORMATION 1. Cobden Close is a residential cul-de-sac within Uxbridge South Ward and is within Uxbridge South Parking Management Scheme . The road is close to Uxbridge Town Centre. A plan of the area is shown on Appendix A to this report. 2. The Council received a request from the residents' association of Cobden Close through the Road Safety Programme for measures to remove obstructive parking in the turning area at the end of the road. They stated vehicles are parking in this area outside the operational hours of the scheme restricting access for ambulances. As a consequence, a detailed site investigation was undertaken by Council officers. 3. Officers observed that there are currently single yellow lines in the turning area. Vehicles parking here could restrict access and make it difficult for vehicles to turn around and exit in a forward gear. 4. As a result of the site observations , a proposal was developed to install double yellow lines in the turning area. This will still allow residents to park on the rest of the road. The proposed waiting restrictions are shown on the plan attached as Appendix B of this report. 5. The Cabinet Member agreed to take the proposal through the statutory 21 -day consultation process, which involved the placing of advertisements in the local press and the display of public notices on the site. During this period the Council received one objection. 6. The objector stated "As people have passed away this end and didn’ t have cars to which we now have residents with cars occupying 3 of the 4 areas all with blue badges. But there are only two disabled spaces. The majority of cars that park on the yellow lines are from residents from other Council properties on Cobden Close. Every now and again you may find a blue badge holder parked mainly to unload shopping which I haven’t a problem with. So are we discriminating the blue badge holders by putting double yellow Cabinet Member Report – 19 October 2021 Page 3 Part 1 – Public lines in and where are they to park. There’s not enough bays as some properties hav e 2 or 3 cars taking places and these are not sheltered residents. Parking is now a big problem and will be exceedingly worse if lines are put in.” 7. The local Ward Councillors have been consulted and all three have responded supporting the proposed double yellow lines. 8. Blue Badge holder s will still be able to stop on the yellow lines to load and unload shopping and park on them for up to 3 hours. 9. After careful consideration of comments received from the statutory consultation and the views of the local Ward Councillors , it is recommended that the Cabinet Member agrees to proceed with the proposed ‘At Any Time’ waiting restrictions on Cobden Close as shown in Appendix B to this report. Financial Implications The cost associated with the recommendations of this report is estimated at £440 and will be met from within existing revenue budgets for the Transportation Service. RESIDENT BENEFIT & CONSULTATION The benefit or impact upon Hillingdon residents, service users and communities? The effect of introducing the proposed waiting restrictions on Cobden Close will be that access and safety is maintained whilst maintaining parking for residents. Consultation carried out or required Consultation has been carried out on this proposal through a notice on site and in the local press. Local Ward Councillors have also been consulted. CORPORATE CONSIDERATIONS Corporate Finance Corporate Finance has reviewed the recommendations to this report and concurs with the financial implications as set out above. Legal The Borough Solicitor confirms that there are no legal impediments to the Cabinet Member agreeing the recommendations set out in the report which are in accordance with the outcome of the statutory consultation.
