Attached is a report requesting that a decision be made by you as an individual Cabinet
Member. Democratic Services confirm that this is not a key decision, as such the Local
Authorities (Executive Arrangements) (Meetings and Access to Information) (England)
Regulations 2012 notice period does not apply.
You should take a decision on or after Wednesday 15 December 2021 in order to meet
Constitutional requirements about publication of decisions that are to be made. You may

That the Cabinet Member:

Considers the objection and support received from the statutory consultation for
the proposed ‘At Any Time’ waiting restrictions on St Peter’s Road, Cowley, and;
2. Approves the introduction of ‘At Any Time’ waiting restrictions on St Peter’s Road.

Reasons for recommendations
To improve access on St Peter’s Road yet still maintain parking for residents.
Alternative options considered / risk management
The Council could decide not to proceed with the installation of the At Any Time waiting
restrictions as advertised.

SUPPORTING INFORMATION
1. St Peter’s Road is a residential road within Brunel Ward. It is a narrow road with tight blind
bends and is used as a convenient route to Hillingdon Hospital and local schools. A plan of the
area is shown on Appendix A to this report.
2. The Council received a request through the Road Safety Programme for measures to
remove obstructive parking on the bend outside Nos 72 to 90 St Peter’s Road. As a consequence,
a detailed site investigation was undertaken by Council officers.
3. Officers observed that there are existing double yellow lines on the inside of the bend,
which were installed to help improve access and appear to be working well. Vehicles were
observed parking on the outside of the bend restricting two-way traffic and resident's driveways.
4. As a result of the site observations a proposal was developed to install additional double
yellow lines on the outside of the bend help improve access for emergency services and through
traffic. The proposed waiting restrictions are shown on the plan attached as Appendix B of this
report.
5. The Cabinet Member agreed to take the proposal through the statutory 21-day consultation
process, which involved the placing of advertisements in the local press and the display of public
notices on site. During this period the Council received one objection and one email of support.
6. The objector stated "I do use the parking spaces on the bend....where you are planning on
putting double yellow lines . There is hardly any parking round here as it is. I am a mother.......I
am not wanting to walk a long way ........as I can’t find a parking space. Others do also use the

space on the bend. There isn’t any harm with cars parked there, no one speeds round here and
no one parks illegally either.....”
7. The supporter stated “We currently find it very difficult / impossible to get in and out of our
driveway, especially to turn left due to parked cars in this area. We note that it is often difficult for
large vehicles including emergency vehicles to get round the tight corner. We therefore are in
favour of this proposal, but we are a little concerned that the yellow lines could restrict deliveries
and visitors from stopping....”
8. In light of the above, t he local Ward Councillors have been consulted and support the
proposed waiting restrictions.
9. After careful consideration of comments received from the statutory consultation and the
views of the local Ward Councillors , it is recommended that the Cabinet Member agrees to
proceed with the proposed ‘ At Any Time’ waiting restrictions in St Peter’s Road as shown in
Appendix B to this report, which will improve traffic flow and forward visibility.
Financial Implications
The cost associated with the recommendations to this report is estimated at £456 and will be
met from within existing revenue budgets for the Transportation Service.
RESIDENT BENEFIT & CONSULTATION
The benefit or impact upon Hillingdon residents, service users and communities?
The effect of introducing the proposed waiting restrictions on St Peter’s Road will be that safety
is maintained at all times whilst maintaining parking for residents.
Consultation carried out or required
Consultation has been carried out on this proposal through a notice on site and in the local
press. Local Ward Councillors have also been consulted.
CORPORATE CONSIDERATIONS
Corporate Finance
Corporate Finance has reviewed the recommendations to this report and concurs with the
financial implications as set out above.
Legal
The Borough Solicitor confirms that the consul tation procedure followed by the Council has
complied with The Local Authorities’ Traffic Orders (Procedures) (England and Wales)
Regulations 1996.

In considering consultation responses, section 122 of the Road Traffic Regulation Act 1984
requires the Council to balance the concerns of the objectors with the statutory duty to secure the
expeditious, convenient and safe movement of vehicular and other traffic.
if the decision is taken to make the proposed order, Part V of the Road Traffic Regulation Act
1984 and the Traffic Signs Regulations and General Directions 2016 set out the signage
requirements which must be observed.
