Executive Decision Notice – 18 February 2022 Page 1 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk OFFICIAL EXECUTIVE DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES Notice is hereby given that the following decision(s) have been made today by Cabinet Members at the London Borough of Hillingdon: Title of decision CHRYSALIS PROGRAMME 2021/22 RELEASED BUDGET REALLOCATION REPORT (Report No 5) DEPARTMENT: RESIDENTS SERVICES SERVICE AREA / PROGRAMME: Chrysalis Programme 2021/22 RELEASE NO: 5 Reference No. 386 Date of decision Friday 18 February 2022 Call-in expiry date Friday 25 February 2022 Relevant Select Committee(s) Environment, Housing and Regeneration Select Committee. Relevant Ward(s) All / Pinkwell (Station Road Allotments Society grant) Decision made Cabinet Members making the decision Councillor Martin Goddard – Cabinet Member for Finance Councillor Eddie Lavery - Cabinet Member for Environment, Housing & Regeneration Approved That the Cabinet Member for Environment, Housing & Regeneration and Cabinet Member for Finance: 1. Approve the reallocation of £35k previously released Chrysalis funding for future community safety (alleygating) schemes; 2. Approve the £5k direct grant awar d to the Station Road Allotments Society facilitating a metred electrical supply as part of the asset enhancement programme for 2021/22. That the Cabinet Member for Environment, Housing & Regeneration: 3. Approves the updated eligibility criteria for funding through the Chrysalis programme, adding support to the Executive Decision Notice – 18 February 2022 Page 2 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk commitment made at full Council in January 2020 to be carbon neutral by 2030. Reason for decision Chrysalis is the Council’s highly successful asset enhancement programme which funds projects ranging in scale from £5,000 to £100,000 for local initiatives that matter to residents. These can include installing an outdoor gym or new play equipment to improve fitness levels across all age groups, through to improving access and facilities at clubhouses, recreation grounds and community centres and community safety (alleygating) schemes initiated and managed by residents themselves. The recommended reallocation will ensure the prompt implementation of future alleygating scheme applications made by residents. A direct £5k grant award to the Station Road Allotment Society has been recommended to facilitate a metred power supply to the site which the Allotment Site will then be responsible for. Hillingdon Council is striving to be the greenest London Borough, to protect and enhance the environment, and to provide a brighter prospect for future generations. The Chrysalis asset enhancement initiative has a significant role to play in achieving this commitment reflected in the recommended updated eligibility criteria. Alternative options considered and rejected The Cabinet Members could decide not to accept all the recommendations and the proposed funding would not be available to facilitate the prompt for future alleygating schemes. The alternative to the grant award to the Station Road Allotment Society would be for the London Borough of Hillingdon to own the supply and then re coup the power supply costs incurred, requiring on-going administration.
