Notice is hereby given that the following decision(s) have been made today by Cabinet

That the Leader of the Council and Cabinet Member for
Residents’ Services:
1) Accepted the tender from Vetspeed Limited for the
provision of Category 1 waste material collection and
disposal (Lot A) from the two Border Control Posts at
London Heathrow Airport on behalf of the London
Borough of Hillingdon f or a period of three years
from 1 January 2023 to 31 December 2025 and at the
estimated value of £96,531.
2) A ccepted the tender from Grundon Waste
Management Limited for the provision of waste
collection and disposal of products not of animal
origin (Lot B) from the two Border Control Posts at
London Heathrow Airport on behalf of the London
Borough of Hillingdon f or a period of three years
from 1 January 2023 to 31 December 2025 at the
estimated value of £28,657; and,
3) A greed that this includes the provision to extend the
contract for a two -year period ( five years in total),
noting that approval of any extension is subject to
the Leader of the Council and Cabinet Member for
Residents’ Services approval, in consultation with
the Corporate Director of Place.

Reason for decision The London Borough of Hillingdon is responsible for overseeing
imported food and feed controls at its Imported Food Office (IFO)
located at London Heathrow Airport. Current legislation requires
imports of certain food and feed products and products of animal origin
to be introduced into Great Britain only via approved inspection
facilities (Border Control Posts). There are two Border Control Posts
at London Heathrow Airport approved for inspection of both imports of
products of animal origin, and those not of animal origin.
Imported products are subjected to a variety of checks at points of
entry including documentary, identity, and physical examinations.
When a consignment fails these checks, they are refused entry. These
goods must be destroyed at approved facilities. Products of animal
origin should be treated as Category 1 waste material.
This report details the outcome of the tendering process for these
waste collections and disposals and recommends different
contractors to deliver these services for products of animal origin
(Category 1 waste) and products not of animal origin.
Alternative options

The importer pays the IFO for destruction of their goods before
collection from the relevant waste collection company is arranged.
Without a contract in place the Council could experience sudden price
increases from the supplier which have not been recovered from the
importer.
Consignments that do not meet import requirements m ust be
destroyed at approved premises. The waste collection arrangements
that the Council have in place are included as part of the audits carried
out by the Animal and Plant Health Agency. If the Council does not
have suitable arrangements in place it would fail to meet its statutory
obligations as a Border Control Post (BCP) which would be likely to
result in Central Government intervention.
