Democratic Services confirm that this is not a key decision, as such, the Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012 notice period does not apply. You should take a decision on or after Monday 13 March 2023 in order to meet Constitutional requirements about publication of decisions that are to be made. Relevant Select Committee Property, Highways & Transport Select Committee Relevant Ward(s) Hillingdon East RECOMMENDATIONS That the Cabinet Member for Property, Highways and Transport: 1) Considers the objections received from the statutory consultation for the proposed ‘At Any Time’ waiting restrictions on Berkeley Road, Hillingdon; and, 2) Does not a pprove the introduction of the proposed ‘At Any Time’ waiting restrictions on Berkeley Road, as shown on Appendix B. Cabinet Member Report – 03 March 2023 Page 2 Part 1 - Public Reasons for recommendations To consider concerns from residents in relation to obstructive parking following statutory consultation on waiting restrictions in the road. Alternative options considered / risk management The Council could decide to proceed with the installation of the ’At Any Time’ waiting restrictions as advertised. Select Committee comments None at this stage. SUPPORTING INFORMATION 1. Berkeley Road is a residential road within Hillingdon East Ward. Berkeley Road is within the Oak Farm Estate and is the only entrance to Floriston Avenue, Lynhurst Road and Lynhurst Crescent. It leads into Ryefield Avenue, where there is a small parade of shops and is one of the main routes out of the estate. A plan of the area is shown on Appendix A to this report. 2. The Council received a request from a local resident aski ng for measures to remove obstructive parking on Berkeley Road. They were concerned with visibility exiting Floriston Avenue. As a consequence , a detailed site investigation was undertaken by Council officers. 3. Officers observed that there were existing double yellow lines on its junction with Floriston Avenue and vehicles were parking from where they terminate. When large vehicles are parked here, they can reduce sight lines for vehicles exiting Floriston Avenue. 4. As a result of the site observations a proposal was developed to extend the double yellow lines on Berkeley Road. This would still maintain parking in the rest of the road but could improve access and visibility . The proposed waiting restrictions are shown on the plan attached as Appendix B to this report. 5. The Cabinet Member agreed to take the proposal through the statutory 21 -day consultation process, which involved the placing of advertisements in the local press and the display of public notices on site. During this period the Council received one objection to the proposal. 6. The objector stated " We strongly oppos e the new restrictions, and I think most of my neighbours would say the same. We find it very useful to have these places to park when for example we have visitors, or for households when they have more than one car. Also, it is useful to have these free parking places on the road for residents who live further Cabinet Member Report – 03 March 2023 Page 3 Part 1 - Public down on Berkeley Road, Floriston Avenue and the surrounding streets. They usually just stop there on the way home, pop into the shops, the fish and chips and other take away places, complete their transactions in 5- 10 minutes and drive home, I know there is a parking space in front of the shops, but it is usually full during the day. I think if you introduce the new double yellow lines than this will harm the local businesses as well. Please kindly reconsider the introduction of these restrictions as for the local residents this will be more harmful than useful.” 7. All the available parking on Berkeley Road and surrounding roads is mainly unrestricted. The local shopping parade is within easy walking distance for many residents. 8. The local Ward Councillors have been consulted and one has responded and is minded not to support the proposal at the present time. 9. After careful consideration of comments received from the statutory consultation and the views of the local Ward Councillor who responded, it is recommended that the Cabinet Member does not proceed with the propos ed ‘At Any Time’ waiting restrictions on Berkeley Road as shown in Appendix B. Financial Implications There are no direct financial implications associated with the recommendations to this report RESIDENT BENEFIT & CONSULTATION The benefit or impact upon Hillingdon residents, service users and communities There will be no changes to the parking arrangement on Berkeley Road at the present time. Consultation carried out or required Consultation has been carried out on this proposal through a notice on site and in the local press. Local Ward Councillors have also been consulted. CORPORATE CONSIDERATIONS Corporate Finance Corporate Finance has reviewed the recommendations to this report and concurs with the financial implications as set out above. Cabinet Member Report – 03 March 2023 Page 4 Part 1 - Public Legal The Borough Solicitor confirms that there are no legal impediments to the Cabinet Member agreeing the recommendations set out in the report which are in accordance with the outcome of the statutory consultation. Infrastructure / Asset Management There are no property implications resulting from the recommendations set out in this report. Comments from other relevant service areas None at this stage.
