That the Leader of the Council and Cabinet Member for
Residents’ Services:
1) Agreed to the installation of six unattended CCTV
enforcement units at the locations detailed in the
report to undertake enforcement of moving traffic
contraventions;
2) Accepted the proposal from APCOA Parking (UK)
Limited for the supply, installation, and operation of
six unattended CCTV enforcement units at a total
cost of £205,537.32;
3) Agreed to vary the current contract with APCOA
Parking (UK) Limited for the provision of six
unattended CCTV enforcement units to the London
Borough of Hillingdon to include supply, installation
and operation for the Council for a period of thr ee
years; and,
4) Delegated authority to the Corporate Director of
Place, in consultation with the Cabinet Member for
Residents’ Services, to make any further necessary

decisions with regard to the project’s
implementation.
Reason for decision Enhanced enforcement of traffic management regulations will
improve compliance with those regulations, improve road safety
and reduce traffic flows on the highways network.
Alternative options
considered and
rejected
To undertake a full tendering procurement exercise to purchase,
install and operate the required unattended CCTV enforcement
options via a framework agreement. A review of the framework
agreements available and discussions with CCTV industry
suppliers indicated that costs would be higher and no quantity
discounts would be obtained for six cameras.

involves the disclosure of information in accordance with
Section 100(A) and paragraph 3 of Part 1 of Schedule 12 (A) to
the Local Government Act 1972 (as amended), in that the report
