Decision Approved
That the Cabinet Member for Finance and the Cabinet
Member for Property, Highways and Transport:
1. Accepted the tender of and approved the award of
contract to M & J Group Limited for th e provision
of Lot 1 of the Planned Roof Renewals Programme
within the Council’s housing stock at a cost of
£261,683.59;
2. Accepted the tender of and approved the award of
contract to ETEC Contract Services Limited for the
provision of Lot 2 of the Planned Roof Renewals
Programme within the Council’s housing stock at a
cost of £335,414.50; and
3. Agreed to the capital release request of £717k from
the Planned Roof Renewal Workstream within the
Housing Revenue Account Works to Stock
Programme 2023/24 capital budget for the Planned
Roof Renewals Lots 1 and 2.
Reason for decision These contracts are to undertake the planned roofing renewals
under the Housing Revenue Accounts Works to Stock
Programme 2023/24 , Roofing Renewal Work Stream . The

planned roof renewals will replace roofs that are in a poor
condition and at the end of their useful life cycle.
Alternative options
considered and
rejected
Moving away from the larger type of delivery contracts gives
greater flexibility to deal with risks associated with poor
contractor performance. This approach enables more specialist
contractors to deliver installations at lower costs.
