Putting our Residents First This report supports the Council objective of Our People. Results of the consultation will be considered in relation to the Council’s strategy for parking in residential areas. Financial Cost The estimated cost associated with the recommendations set out in this report is £2,000. Notes the responses to the formal consultation on waiting restrictions in the Fossdyke Close, Yeading. 2. Based on the responses received it is recommended that the proposals are implemented as proposed. Reasons for recommendation These recommendations reflect the views of local ward councillors following officer investigations and will improve traffic flow and stop obstructive parking in Fossdyke Close. Cabinet Member Report – 29 February 2024 (Part 1 Public) Alternative options considered / risk management. None at this stage Select Committee comments None at this stage. SUPPORTING INFORMATION 1. The Council received a road safety suggestion from a resident of Fossdyke Close concerned with obstructive parking in the turning head and that the vehicles parked there had not been moved for a long period of time. 2. Fossdyke Close is a small residential cul-de-sac with limited on street parking and restricted manoeuvring space. However, every property appears to benefit from off-street parking provisions for at least one vehicle. 3. Following receipt of the road safety suggestion request, officers conducted numerous site visits and on every occasion two vehicles were observed parked in the turning head making turning around difficult in a regular car . It was reported that delivery vans often had to reverse the length of the road, back onto Telford Way, or instead turn around using private driveways. 4. Following these visits, proposals for waiting restrictions were prepared for the turning head and shared with local ward councillors and the Cabinet Member, who asked officers to formally consult on the proposals . A copy of these proposal is attached to this report as Appendix B. 5. A 21-day formal consultation was subsequently undertaken where street notices were place in the vicinity of the proposed changes and public notices were placed in the London Gazette and a local newspaper. 6. During the formal consultation three responses were received, two in support of the proposals and one against. A summary of these responses is attached to this report as Appendix C. 7. All of the responses were in agreement with the proposed restrictions at the junction of Fossdyke Close and Telford Way. 8. Regarding the turning area, t he comments in support pointed out that this are a was constantly parked in and that delivery vans are now having to turn around on resident driveways or reverse all the way onto Telford Way. They also reported that the police have been called on occasion due to arguments related to the parking in the turning head. 9. The objection that there were no issues with turning in Fossdyke Close is at odds with the comments made by some other residents and officers’ own observations over multiple Cabinet Member Report – 29 February 2024 (Part 1 Public) visits. Officers have been provided with various photographs by local residents that appear to confirm officers’ own observations. 10. All of the responses to this consultation were shared with local ward councillors who felt that on balance, the proposals should go ahead as proposed . 11. Based on the responses received, the situation witnessed by officers and the views of local ward councillors , it is recommended that the waiting restrictions be implemented as proposed. If additional restrictions are required, then these can be investigated separately at a later date. Financial Implications The cost associated with the recommendations to this report is estimated at £ 2,000 and will be managed within existing Transportation Service revenue budgets. RESIDENT BENEFIT & CONSULTATION The benefit or impact upon Hillingdon residents, service users and communities? Residents’ opinions have been taken into consideration, and vehicles will have better access to the road. Consultation carried out or required. Residents were formally consulted on waiting restrictions in Fossdyke Close. CORPORATE CONSIDERATIONS Corporate Finance Corporate Finance has reviewed the report and concurs with the financial implications set out above. Legal The Council’s power to make orders introducing parking restrictions such as that proposed in this report for ‘at any time’ waiting restrictions in Fossdyke Close, Hayes is set out in Part I of the Road Traffic Regulation Act 1984. The consultation and order making statutory procedures to be followed in this matter are set out in The Local Authorities’ Traffic Orders (Procedures) (England and Wales) Regulations 1996 (SI 1996/2489). If the decision is taken to make the proposed order, Part V of the Road Traffic Regulation Act 1984 and the Traffic Signs Regulations and General Directions 2016 set out the signage requirements, which must be observed. Cabinet Member Report – 29 February 2024 (Part 1 Public) In considering consultation responses, section 122 of the Road Traffic Regulation Act 1984 means that the Council must balance the concerns of the objectors with the statutory duty to secure the expeditious, convenient, and safe movement of vehicular and other traffic. I am writing in support of the proposed scheme to install yellow lines at the junction with Telford Way, this is a good idea as many people park on the corners making it difficult when leaving the road. I also support the yellow lines at the turning circle, so many delivery vans are unable to turn around and instead have to reverse all the way back to Telford Way. Support. I am writing with my approval to the proposed restrictions in Fossdyke Close. The junction with Telford has got more dangerous recently with cars frequently parking on the corner. And the turning bay is constantly parked in, meaning with home deliveries increasing delivery drivers are having diffculties and having to use resident driveways to turn around. Currently the parking in this turning head is being used by one property who swaps out vehicles to monopolise the space. The situation has gotton so bad that the police have had to attend on occassion. Object. We object to the yellow lines between Nos 3 & 4 Fossdyke Close. 1. My family have lived here for years and not encountered any issues with turning in the close, not refuse trucks or ambulances etc. 2. On average each house in the close has three vehicles per household and one off street space. 3. There is already a shortage of parking in Fossdyke Close, if these spaces are removed then residents will park in surrounding roads and cause more congestion. 4. These two spaces help ease the local congestion. 5. If yellow lines are required then they should be outside of No.4. 6. But I agree they should be implemented on the corner with Telford Way.
