Putting our Residents First The request can be considered as part of the Council’s annual programme of road safety initiatives. Financial Cost The cost associated with the recommendations to this report is estimated at £ 460 and will be m anaged within existing revenue budgets for the Transportation Service. Considers the objection received from the statutory consultation for the proposed ‘At Any Time’ waiting restrictions on Carlyon Road, Hayes. 2. Approves the introduction of the proposed ‘At Any Time’ waiting restrictions o n Carlyon Road, Hayes, as shown on Appendix B. Cabinet Member Report – 14 November 2023 Page 2 Part 1 Public Reasons for recommendation To improve road safety yet still maintain some parking provision for residents and visitors. Alternative options considered / risk management The Council could decide not to proceed with the installation of the ’At Any Time’ waiting restrictions as advertised. Democratic compliance / previous authority None at this stage. Select Committee comments None at this stage. SUPPORTING INFORMATION 1. Carlyon Road is a ‘ no through road’ with residential properties one side and Yeading infants and junior School and Yeading Children’s Centre on the other. The road is within Belmore Ward. Carlyon Road lead s onto Yeading Lane, a main route between Hayes and Ruislip and the A40. A plan of the area is shown on Appendix A to this report. 2. The Council received a request from a resident asking for measures to stop vehicles from parking on the grassed island at the end of the road. The issues were reported to be most acute during the school pick up and drop off times. Consequently , a detailed site investigation was undertaken by council officers. 3. Officers observed that vehicles were park ed on the grassed island. These vehicles were bringing mud over the road and causing a safety hazard to other drivers using the island to turn around and exit the road. There are existing single yellow lines around the island operations Mon – Fri 8am – 10am and 2.30 - 4.30pm. Parking Enforcement are ticketing vehicles when observed but they are not able to be there all the time. 4. As a result of the site observations , a proposal was developed to install double yellow lines around the island. This should not affect the existing parking arrangements as the road is only wide enough for parking on one side of the road , still maintain access and supports the Council’s parking enforcement contractor in enforcing this parking contravention. The proposed waiting restrictions are shown on the plan attached as Appendix B to this report. 5. The Cabinet Member agreed to take the proposal through the statutory 21 -day consultation process, which involved the placing of advertisements in the local press and the display of public notices on site. During this period the Council received one objection to the proposal. Cabinet Member Report – 14 November 2023 Page 3 Part 1 Public 6. The objector stated “I am writing to express our strong objection to the recent proposal to implement double yellow lines on Carlyon Road. As a resident that would be heavily impacted by this change, we believe this proposed measure will negatively impact our road, especially our property. I would like to highlight the following concerns: a. Loss of parking space - the introduction of the double yellow lines will increase parents blocking our drive and ultimately leading to more increased traffic congestion and hazards for pedestrians and residents. Although we have a white single line outside our driveway, this has not stopped parents from blocking our drive throughout the day. We require access to our drive due to mum's health but are often blocked from entering our drive or leaving. Also, this would impact residents heavily when school times are not in operation. b. Inadequate Consultation: It appears that there has been insufficient community engagement regarding this proposal. Proper consultation is required to gain a better understanding of all relevant concerns, not only the issue of the grass area but the concern of parents continuing to block driveways. c. Alternative solutions: Before resorting to double yellow lines, other traffic management and parking solutions should be considered such as enforcing existing parking restrictions more effectively. We urge the council t o engage proactively with the residents of Carlyon Road to d evelop more practical alternatives, ultimately creating a safer environment for all residents.” 7. This end of Carlyon Road is not wide enough for vehicles to park both sides of the road and still maintain access. As a result, there will not be a loss of parking by install ing double yellow lines around the island. The Council have followed the prescribed consultation process with residents as part of this process. 8. The local Ward Councillors have been consulted and no concerns have been raised by them. 9. After careful consideration of comments received from the statutory consultation and the views of the local Ward Councillors , it is recommended that the Cabinet Member agrees to proceed with the propos ed ‘At Any Time’ waiting restrictions on Carlyon Road i n Appendix B to this report. Financial Implications The cost associated with the recommendations to this report is estimated at £460 and will be managed within existing revenue budgets for the Transportation Service. RESIDENT BENEFIT & CONSULTATION The benefit or impact upon Hillingdon residents, service users and communities? The effect of introducing the proposed waiting restrictions on Carlyon Road will be that access and safety is maintained whilst maintaining parking for residents. Cabinet Member Report – 14 November 2023 Page 4 Part 1 Public Consultation carried out or required Consultation has been carried out on this proposal through a notice on site and in the local press. Local Ward Councillors have also been consulted. CORPORATE CONSIDERATIONS Corporate Finance Corporate Finance has reviewed the recommendations to this report and concurs with the financial implications as set out above. Legal The Borough Solicitor confirms that there are no legal impediments to the Cabinet Member agreeing the recommendations set out in the report which are in accordance with the outcome of the statutory consultation. Infrastructure / Asset Management There are no property implications resulting from the recommendations set out in this report. Comments from other relevant service areas None at this stage.
