Putting our Residents First Delivering on the Council Strategy 2022-2026 This report supports the Council objective of Our People. The request can be considered as part of the Council’s annual programme for on-street parking controls. This report supports our commitments to residents of: Safe and Strong Communities. Relevant Ward Ruislip. RECOMMENDATIONS That the Cabinet Member for Property, Highways and Transport: 1. Notes the objections received to the statutory consultation on proposed ‘at any time’ waiting restrictions outside Nos. 103 to 109 Bury Street, Ruislip; and 2. B ased on the responses received to the formal consultation and following discussions with local Ward Councillors , asks that officers take no further action in implementing ‘at any time’ waiting restrictions in Bury Street, Ruislip as shown in the plan attached to this report as Appendix A. Reasons for recommendations These recommendations consider all the views expressed during the statutory consultation by residents and local ward councillors. Cabinet Member Report – 11 September 2024 Part I – Public Alternative options considered/ risk management. None at this stage. Policy Overview Committee comments None at this stage. SUPPORTING INFORMATION 1. The Counc il received a request from a resident of Bury Street, Ruislip , asking for consideration of parking restrictions to help prevent obstructive parking. The resident advised that vehicles park in the service road fronting Nos. 85 to 105 Bury Street, close to the junction of Bury Street. This results in drivers having to manoeuvre onto the opposite lane and potentially into oncoming traffic. 2. The service road serving Nos. 85 to 105 Bury Street is a residential road consisting of detached and semi-detached houses at junctions with Bury Street and Ladygate Lane. All of the properties have access to off-street parking, though there is also on- street parking available. The resident advised that cars park close to the junction of the main section of Bury Street outside Nos. 105 and 107 Bury Street, which makes it unsafe for drivers to access and exit the road. 3. Following receipt of the road safety suggestion request, officers visited the location on several occasions. During most of these visits, officers witnessed a car parked as shown in the photographs provided by the resident as part of the ir request. Officers could see how this would make it more difficult to turn onto Bury Street and to see oncoming traffi c, although anecdotally it appeared that the majority of vehicles accessed the service road via Ladygate Lane. 4. Officers therefore prepared a detailed design , proposing double yellow lines outside Nos. 103 to 109 Bury Street to prevent vehicles parking so close to the junction as seen in the plan attached to this report as Appendix A. The proposals were shared with the Cabinet Member who supported the request progressing to formal consultation. 5. The formal consultation started on 12 June and ended on 3 July and during this time, two objections were received. 6. The first objection states: “We object and are opposed to the proposals of double yellow lines and the proposed reduction in parking availability. Please see photo of the corner between 105 and 107 Bury Street. Please note that the current situation works perfectly well. There is already a dropped kerb for pedestrians which is unimpeded when a car parks in the current space. There is no compromised visibility. See photo. There has not been a single accident or issue since we have been here so at least 8 years. In fact, we believe that taking away a valuable parking spot in this safe zone will be less safe. As it will pressure vehicles parking elsewhere. The safer parking the less unsafe parking. Local needs: This spot serves parking for 107-117 Bury Street. Cabinet Member Report – 11 September 2024 Part I – Public Recently for lido visitor parking the Council has introduced a big area of additional double yellow lines in Bury Street, we do not want any less parking availability. There is no reason at all to restrict the parking it has not caused any issues. If it ain’t broke don’t fix it. Some of the houses only have space for a car so rely on additional parking. I cannot see any reason to interfere with the currently safe and functioning set up originally planned by the Council. The dropped kerb works.” 7. The second objection states: “I strongly object to the proposal of the double yellow lines and parking space removal x2 spaces. Residents rely on these spaces, they do not cause any obstruction and have not caused any accidents or issues. I do not see any reason to implement these changes. There is a dropped kerb which I witness residents safely negate with no hazard or impediment, even when a car is parked there. If this were implemented it would have many negative repercussions to the residents that as yet have not been thought through. It will cause more dangerous and inconvenient parking etc. The addition of recent yellow lines on Bury Street due to Lido visitor parking has already taken away a lot of parking locally, please do not take away these safe parking spaces, we rely on.” 8. The responses received to the formal consultation have been reported to local Ward Councillors who, after careful consideration of the information and comments received, do not feel they feel they can support implementation of the proposed double yellow lines at this location at the present time. 9. In conclusion, it is recommended not to implement the proposed ‘at any time’ waiting restrictions outside Nos. 103 to 109 Bury Street, Ruislip at the present time, however officers will keep the situation under review. Financial Implications There are no costs associated with the recommendations to this report. RESIDENT BENEFIT & CONSULTATION The benefit or impact upon Hillingdon residents, service users and communities To allow the Cabinet Member for Property, Highways and Transport to consider the proposals for ‘at any time’ waiting restrictions in Bury Street, Ruislip. Consultation carried out or required Formal consultation has been carried out on this proposal through a notice on site and in the local press. Local Ward Councillors have also been consulted. Cabinet Member Report – 11 September 2024 Part I – Public CORPORATE CONSIDERATIONS Corporate Finance Corporate Finance has reviewed the recommendations to this report and concurs with the financial implications as set out above. Legal Legal Services confirm that there are no specific legal implications arising from the recommendations in this report.
