That the Cabinet Member for Finance and Transformation
and the Cabinet Member for Corporate Services & Property:
1. A ccept the tender from D R JONES YEOVIL LTD for
the provision of the external refurbishment Phase 3
– Various properties to the London Borough of
Hillingdon for a period of 2 0 weeks at the value of
£339k following a procurement exercise as set out
in the Tender Appendix; and
2. Agree to the following release request of £390k
inclusive of fees and contingencies from the
Cyclical External Enhancements / Remedials
workstream within the Housing Revenue Account
Works to Stock programme 2025/26 (Appendix A).
Reason for decision The proposed contract is to undertake phase 3 of the Planned
Works External Refurbishment programme, due to be delivered
in separate phases, at various properties across the B orough,
which consists of 66 properties. This programme will address a
vast number of properties that are overdue cyclical
enhancements. This is a 2025/26 element of a phased
programme of E xternal Refurbishment . This will provide our
residents with a pleasant environment to live in and will serve as
an investment in the Council’s housing stock.

Alternative options
considered and
rejected
Moving away from the larger type of delivery contracts gives
greater flexibility to deal with the risks associated with poor
contractor performance. This approach will enable more
specialist contractors to deliver installations at lower costs.
