Notice is hereby given that the following decision(s) have been made today by
Cabinet Members at the London Borough of Hillingdon:

Decision Agreed
That the Leader of the Council, in consultation with the
Cabinet Member for Residents Services:
1. Accepted the tender from Storm Environmental
Limited for the supply and delivery of steel
containers to the London Borough of Hillingdon,
for the use of trade and communal properties
waste collections for a two -year period from 0 1
June 2026 to 31 May 2028 and at the value of
£271,922.00.
2. Furthermore, agree d that this includes the
provision to extend the contract for a one-year
period, delegating approval of any extension to
the Corporate Director of Resident Services, in
consultation with the Cabinet Member for
Residents Services
3. Noted the ongoing strategic changes for
communal properties in an effort to increase
recycling rates.
Reason for decision The recommendation to award the contract to Storm Ltd
follows a successful competitive tender. Storm
Environmental is Hillingdon’s incumbent supplier and
through the tender process has managed to win the bid on
the quality and price mechanisms.

The new contract award also introduces provision for a
product not included in the previous contract, namely
reverse aperture lids for recycling bins to reduce
contamination within those properties while also ensuring
Hillingdon achieves good value for money.
The steel bulk bins have an average lifespan of 7 years.
However, the Council has a contractor in place to refurbish
damaged bins to extend the lifespan further and promote
cost avoidance on outright replacements.
Alternative options
considered and rejected
The Council considered using plastic bulk bins instead.
However following benchmarking from other councils that
trailed this reported the lifespan of plastic bins as being
significantly lower at only 3 years compared to the steel bulk
bins. The plastic bins also cannot be refurbished and must
be scrapped following damage and subsequently replaced.
It was also noted by the council that scrapping the material
would also have further cost implication for disposal as
plastic does not have value to the same degree as steel.
Storm Environmental Ltd manufacturers all their containers
in the UK alleviating risks from geopolitical instability as
opposed to importing from the east.
