Notice is hereby given that the following decision(s) have been made today by
Cabinet Members at the London Borough of Hillingdon:

Decision Agreed
That the Cabinet Member for Finance, in consultation
with the Cabinet Member for Residents Services:
1. Accepted the tender from Complete Weed
Control Ltd for the provision of boroughwide
hard surface weed control services for a 3- year
period from 1st July 2026 to 30th June 2029 and at
an estimated total value of £440,619.84;
2. Furthermore, agree d that this includes the
provision to extend the contract for a further two
years, delegating approval to the Corporate
Director of Resident Services, in consultation
with the Cabinet Member for Residents Services,
to agree any permitted contract extensions in
accordance with the contract terms and to take
all necessary steps to implement and manage the
contract.
Reason for decision The existing contract for weed control on hard surfaces is
due to expire, and a competitive procurement exercise was
required to ensure continuity of service and value for money.
The recommended contractor submitted the Most
Economically Advantageous Tender, meeting the Council’s
operational, safety, environmental and quality requirements.

across the Borough, supporting public safety, accessibility
and environmental standards.
Alternative options
considered and rejected 1. Do nothing / extend existing arrangements
This option was rejected as it would not comply with
the Council’s Procurement and Contract Standing
Orders and could expose the Council to legal
challenge and service disruption.
2. Deliver the service in-house
Delivering the service in- house would introduce
performance and health and safety risks and is
unlikely to be cost-effective when compared with the
competitive external market.
3. Reduce the programme to two scheduled
treatments per year
This option was not recommended as it would be
unlikely to maintain acceptable standards across the
Borough during peak growing periods.
For these reasons, a planned programme with three
treatment cycles was considered to represent better value
for money and a more consistent and effective service for
residents.
