OFFICIAL EXECUTIVE DECISION NOTICE
PUBLISHED BY DEMOCRATIC SERVICES
Notice is hereby given that the following decision(s) have been made today by
Cabinet Members at the London Borough of Hillingdon:
Title of decision New Letting 24 Sutton Court Road
Reference No. 2026/1832
Date of decision Tuesday 3 November 2026
Call-in expiry date Tuesday 10 November 2026

Decision made
Cabinet Members making
the decision
Councillor Nick Denys , Cabinet Member for Planning,
Housing & Property
Agreed
That the Cabinet Member for Planning, Housing &
Property:
1. Approved the grant of a new five -year lease of 24
Sutton Court Road to Toby Café Ltd trading as Toby
Café commencing on 21 September 2026, on the
principal terms set out within the confidential report;
and
2. Agreed t hat any related decision or actions in
connection with this matter be delegated to the
Corporate Director of Residents Services.
Reason for decision The agreed letting is essentially a continuation of the expired
lease, under which the café operated. The proposed new
lease provides greater financial security than the expired
lease, including a rent deposit and personal guarantees. It
also provides for continuous occupation and rental income,
as the new lease commences immediately following the
expiry of the previous lease.
Alternative options
considered and rejected
The Cabinet Member considered the available options for
the unit and concluded that retaining the existing café
operator, under a new trading name, represented the
stronger commercial outcome. This would enable the unit to
remain occupied by an established operator that contributes
positively to the parade, while also providing a favourable
