B) That the Leader of the Council, Cabinet Member for Property and Infrastructure, Cabine t Member for Finance and Cabinet Member for Environment, Housing & Regeneration: 1. Accepted the Award of £287,920 from the National Heritage Lottery Fund (NHLF) for Covid- related increases in costs to the Cranford Park Project. 2. Accepted the tender from Quinn London for the provision of the Capital Works for the National Lottery Heritage Fund Pr oject at Cranford Park, for 46 weeks, at the value of £3,220,041 as per Executive Decision Notice – 17 March 2022 Page 2 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk Tender Appendix, noting that there are agreed value engineering items of £420,671 reducing the proposed contract sum to £2,799,370. 3. Accepted the variation of £43,550 to the fees of Chris Blandford Associates for the Delivery Phase, which amount in total to £308,551, based on a percentage of the capital works on Heritage and transformer sites. 4. Noted other identified project sources of funding totalling £887k set out in this report to b e added to the total project budget. 5. Authorised the Capital Release request of £3,400k for the funding of the Construction and post Construction phases (RIBA 5 and 6) of the Cranford Park project from the 2022/2023 and 2023/2024 programme budgets, inclusi ve of the project budget increase of £887k and noting the Capital Release Summary attached. 6. Authorised the capital release request of £100k from the 2022/23 Chrysalis Programme for the cellar restoration and conversion works within the overall Cranford Heritage project. Reason for decision Cabinet Members made urgent decisions in respect of final contractual and financial matters to progress the Cranford Park Restoration Project. Cabinet Members noted the successful application to the National Lottery He ritage Fund and accepted the additional grant received relating to Covid- 19 related costs, along with the use of Chrysalis funding to contribute towards the project. These decisions followed the ‘in principle’ approval to progress the tender for the project at the 17 February 2022 Cabinet meeting. The project will provide for the restoration of the historic buildings, structures and landscape at Cranford Park and the introduction of visitor facilities and an activity programme for visitors and volunteers. Alternative options considered and rejected Cabinet Members could have decided not to proceed with the Cranford Park project, which would have been to the detriment of the listed buildings and environment concerned and contrary to the decision of 17 February 2022. This decision was taken under special urgency procedures and deemed urgent by the Leader of the Council. The reason for urgency was to secure external funding and avoid further inflation costs for the project. Agreement to this, and also the execptional waiver of the sc rutiny call-in period, was granted by the Chairman of the Environment, Housing and Regeneration Select Committee. THIS DECISION THEREFORE COMES INTO IMMEDIATE EFFECT.
